MINUTES
CITY COUNCIL
May 14, 2014
improvements at a cost of $23,245 (bid awarded) and the concrete walk
improvements at an estimated cost of $34,800, for a total City
participation of approximately $58,000. That would leave approximately
$61,500 of the $119,545 for Phase I project costs.
The Administrator noted that the Veterans Committee is committed to
fund-raising. There will be an article in the City's next newsletter
promoting the purchase of pavers and setting a deadline for paver
purchase in order to be guaranteed that the paver will be set by the
dedication ceremony in November. The Administrator also reported that
Council Member Montour is working with C fV to produce a video to
promote the project as well as document its construction. Montour
indicated that CTV provides each member city 100 hours of programming
assistance, and he is working with them to put the video together.
McGraw asked if the City had any examples of what the pavers would
look like and suggested that a visual aid of this nature may be helpful in
promoting paver sales. The Administrator indicated that he would try to
obtain some examples which could be put on the City's web site.
Blesener asked about actual funds collected or in-kind donations
documented. The Administrator indicated that it appears the City has
confirmation for 75% of the funds needed for Phase 1. He believed that
with documentation of some other donations, the full Phase 1 costs would
be covered or exceeded. The Administrator noted that the project did
received a grant for $9,900 from the State of MN's Legacy Fund.
McGraw asked if another grant for the War Dog portion of the Veterans
Memorial could be sought from the Legacy Fund. The Administrator
indicated that that was a possibility, but noted the competitive
environment for these grant dollars.
Blesener asked if the Park Commission has recommended that the City
participate in the cost of the walk improvements. The Administrator
reported that they had, but indicated that the Commission will review the
entire project at its next meeting.
There was additional discussion on the increased push for paver sales as
well as the fact that the Committee will continue its fund-raising efforts.
The consensus of the Council was that they were agreeable to moving
forward with Phase I of the project provided that documentation is
submitted for those donations — both cash and in-kind — that are still
pending. The total for Phase I is $119,545. The City's commitment is
$58,045 with a total of $61,500 to be funded through paver sales, and cash
13
