MINUTES <br />CITY COUNCIL <br />May 14, 2014 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-5-85 — AWARDING THE LOW QUOTE OF <br />NITTI ROLLOFF SERVICES IN THE AMOUNT OF $56,780 FOR <br />BASE BID AND ALTERNATE I (AS NEEDED) FOR 2858 <br />CENTERVILLE ROAD AS RECOMMENDED BY THE <br />CONSTRUCTION MANAGER <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />McGraw asked about the work that was being done at the property today. <br />The Administrator reported that Retrofit and Eco Systems were doing <br />abatement work at 2858 Centerville Road. <br />The Administrator reported that the PCA has contacted the City about <br />contamination of 2858 Centerville Road. The PCA has expressed concern <br />about ground water contamination and would like to install monitoring <br />wells, and have requested that a vapor barrier be installed under the <br />building. The PCA is asking the City to participate in the Voluntary <br />Pollution Control & Investigation program (VPIC). Doing so entitles the <br />City to receive 90% State funding for any work required. The PCA has <br />indicated that the installation of these wells will not inhibit the <br />construction of the new building. <br />Blesener asked if these wills will result in plastic piping sticking out of the <br />ground. The Administrator replied that that may be the case. He indicated <br />that he would clarify the location and appearance of the wells with the <br />PCA. Keis asked how long the wells would stay in place. The <br />Administrator indicated that they may be there an indefinite amount of <br />time. McGraw asked if there were any alternatives. The Administrator <br />did not believe so, and indicated that if the City refuses to participate, he <br />believed that the PCA could pursue a legal action against the City. The <br />Administrator indicated that typically if a city can participate through the <br />VPIC program, that is what should be done.
