Hanson <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: May 22, 2014 <br />RE: Authorize Advertisement for Bids — Public Works/Parks Facility <br />Design/Development drawings have been completed for the new Public Works/Parks <br />Facility by Oertel Architects based on previous direction/agreement from the City <br />Council. Our construction manager, James Steele Construction, Inc. has updated cost <br />estimates based on these drawings. (As you will recall, we increased the project budget <br />from $3.4 million to $3.9 million at our meeting of April 9th.) Based on the revised cost <br />estimates, we are tracking with the new budget amount (3,892,780 versus 3.9 million) It <br />should be noted that to the budget reduction was achieved by reducing the contingency <br />amount from $226,000 to $169,621 given the greater certainty in cost estimating at this <br />point of the project. (Note: The revised budget and project schedule are attached.) <br />Contract drawings are now being prepared and we will soon be ready to obtain bids on <br />project components. To ensure that we expedite the process to the greatest extent <br />possible, JSC has requested that we authorize them to bid project components as <br />construction documents become available (staff will be doing a final review of the <br />construction drawings before bidding occurs.) By doing so, we can reduce time <br />associated with long lead time items (concrete panels and steel) to keep the project <br />moving forward. <br />The Council's final control in the process will be to approve the bids received. At that <br />point, we will know if any unacceptable deviations in project pricing have occurred. The <br />project committee recommended to the Council that bidding be authorized at this time. <br />We will also be holding an additional neighborhood meeting to review changes in the <br />building program that have occurred since our initial meeting. <br />1 <br />
