MINUTES <br />CITY COUNCIL <br />APRIL 11, 2007 <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by Allan, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO.2007-4-83 -INCREASING THE 2007 ON-SALE <br />LIQUOR LICENSE FEE TO $3,700 AND THE ON-SALE WINE <br />LICENSE FEE TO $535 AS OUTLINED IN CITY STAFF'S REPORT <br />DATED APRIL 5, 2007 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />VACATION Mayor Blesener opened the Public Hearing to consider the petition for <br />OF PORTION vacation of a portion of Lake Street right-of--way lying between Lot 11, <br />OF LAKE Block 1, Mason Manor on the north and Lots 6, 7, and 8, Block 2, Charles <br />STREET W. Brown Addition on the south. City staff has reviewed this request, <br />RIGHT-OF-WAY and has recommended approval of the vacation and this portion of right- <br /> of-way serves no purpose to the City. <br />Kevin Keenan, 774 LaBore Road, reported that the main reason for the <br />vacation request is that the owners at 791 Keller Parkway would like to <br />add onto their house, and the additional footage that would be acquired <br />through the vacation would give them more room for an addition and <br />setback compliance. Keenan reported that the abutting property owners <br />have agreed that the additional property acquired through the vacation <br />should be attached to the properties on the south. <br />Blesener asked about the potential for Lake Street to be improved to <br />Keller Parkway. Keenan felt that the grade was too steep and that Lake <br />Street would never connect to Keller Parkway. He noted that he lives on <br />Lot 11, Block 1 Mason Manor and accesses his property via a driveway <br />over the road right-of--way. The City has indicated that at the time Lot 10 <br />is developed, Lake Street would have to be improved with a cul-de-sac to <br />provide access to that lot. <br />The City Administrator noted that Ramsey County makes the <br />determination as to where the vacated property will go, typically <br />dependent on their research of the record to determine where it initially <br />came from. The Administrator indicated that the property owners may <br />want to be prepared to transfer property in the event the County does not <br />
