MINUTES <br />CITY COUNCIL <br />May 28, 2014 <br />Roseville and Xcel Energy, the final amount due to the City of Roseville is <br />$54,106.50. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-5-92 — AUTHORIZING FINAL PAYMENT <br />IN THE AMOUNT OF $54,106.50 TO THE CITY OFROSEVILLE <br />FOR RICE STREET PHASE I POWERLINE UNDERGROUND <br />PROJECT AS RECOMMENDED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />RAILROAD The City Administrator reported that he has received a proposal from <br />QUIET Dave McKenzie, SEH, in the amount of $16,000 to prepare the <br />ZONE preliminary design work for quiet zones at each of the City's six at -grade <br />PHASE II rail crossings. It is anticipated that this work will take 60 days to <br />STUDY complete. The Administrator pointed out that a penalty provision has <br />PROPOSAL been added to the proposal that imposes a $1,000 penalty for each day that <br />the report is late, provided that the delays are the result of SEH's actions <br />and not someone else. The Administrator noted that this is the only <br />proposal that he obtained, and he tried unsuccessfully to find contact <br />information for another company that had approached the City last fall. <br />He indicated, however, that given SEH did the initial work for Little <br />Canada as well as the City of Shoreview, and is preparing the final design <br />work for Shoreview, it is advantageous to continue with SEH. The <br />Administrator reported that there is a meeting set up with SEH and the two <br />cities to discuss coordination efforts. The Administrator recommended <br />that the Council accept the revised proposal for quiet zone preliminary <br />design work with SEH. <br />Blesener noted that once the preliminary design work is completed it will <br />be submitted to MN DOT and the FRA for their review and comment. <br />The Administrator reported that that was correct. These agencies will <br />have a 60 day comment period, but could comment quicker which would <br />help expedite the process. Keis asked about getting the crossing work <br />programmed into the railroad's construction schedule. The Administrator <br />indicated that the City will have to wait for MN DOT and the FRA to <br />comment first. He was hopeful that the process would move quickly so <br />that the construction work could be programmed for 2015. He noted, <br />however, that there are many communities facing this issue, therefore, the <br />railroads will likely have a tot of construction work to program out. <br />4 <br />
