MINUTES <br />CITY COUNCIL <br />May 28, 2014 <br />AUTHORIZE <br />ADVERTISING <br />FOR BIDS <br />FOR PW -PARKS <br />FACILITY <br />McGraw asked about the penalty clause. The Administrator reported that <br />if the proposal is accepted this evening, the clock will begin ticking <br />tomorrow on the 60 days. He again noted that the penalty will be imposed <br />if any delays are the result of SEH's actions and not another agency's. <br />Dick Boss appeared before the Council to publicly thank the Council as <br />well as State Representative Isaacson and State Senator Scalze for their <br />assistance in addressing the issue of train noise. <br />McGraw asked about the potential of closing the Woodlyn crossing. The <br />Administrator noted that part of the plan preparation will be to meet with <br />neighboring property owners to discuss issues related to alternate access <br />points in the case of the Woodlyn Avenue crossing as well as the impact <br />of medians with every other crossing in Little Canada. The Administrator <br />noted that the City has challenges at each rail crossing in the City. He also <br />noted that McKenzie indicated that it is possible to use some averaging <br />calculations that may help to provide mitigation at some of the more <br />difficult situations. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-5-93 — ACCEPTING THE QUIET ZONE <br />PRELIMINARY DESIGN PROPOSAL AS SUBMITTED BY SEH <br />WHICH INCLUDES THE PENALTY PROVISION, AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE THE PROPOSAL ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Blesener indicated that prior to this evening's meeting, the Council met <br />with the Little Canada Fire Department. One of the issues of discussion <br />was the concern about the rail accidents given the increased train traffic. <br />Blesener indicated that he and the City Administrator met with the CP <br />Railroad and this issue was discussed. The CP as well as the BNSF <br />provides training to local fire departments, and this is something that the <br />Little Canada Fire Department will be pursuing with the railroad. <br />The City Administrator reviewed his May 22, 2014 report in which he <br />recommends that the Council authorize the advertisement for bids for the <br />Public Works -Parks Facility. He indicated that the design development <br />drawings are complete and that the design review committee met last <br />and approved the final design. Based on these drawings, updated <br />estimates have been prepared and are about $7,000 under the previous <br />5 <br />
