MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2014 <br />are people aged 50 to 70. These people may be gone for the winter and <br />like the idea of living in a flex-plex where there are neighbors that can <br />watch their property. <br />Fischer asked if Mr. McManus has reviewed the City Planner's report and <br />if he understood that the goal this evening was to conduct a concept <br />review and offer comments relative to the proposal. Fischer pointed out <br />that there are significant pieces of information that are missing this <br />evening which the Commission would need in order to make a <br />recommendation. Once a complete submittal is received, the Commission <br />will review the additional information and will then make a <br />recommendation to the Council. <br />McManus stated that he has reviewed the Planner's report and did not <br />have any disagreements. He reported on the history of the purchase of this <br />property which delayed finalizing the transaction as well as the creation of <br />some of the information being requested. McManus noted the lot line <br />configurations and the fact that they are requesting a 10 foot side yard <br />setback when the requirement side yard setback is 15 feet. McManus <br />noted that that setback is at the narrowest part of the lot; and he pointed <br />out that if the side yard were averaged, it would far exceed the 15 foot <br />requirement. <br />With regard to the parking issue, McManus indicated that there will be a <br />turn -around on the property. He noted that with the Quiet Zone <br />improvements planned along Little Canada Road, he would like to know <br />how the installation of medians will impact this property. McManus also <br />indicated that the proposal will meet Shoreland Ordinance requirements. <br />McManus indicated that there is no room on the property to add width to <br />the garages unless the City allows for a side yard setback less than 10 feet. <br />They could make the garages deeper, however. McManus indicated that <br />the people who will purchase these units are empty -nesters, therefore, <br />there is no need for more than one garage per unit. Fischer noted that <br />given the units will be purchased by persons age 55 or greater, these <br />individuals may have walkers or canes, thus the extra width of the garage <br />space would be of benefit. McManus reported that they have had no <br />issues with 10 -foot wide garages. McManus reported that the units could <br />be conveyed to owners through a zero lot line division. McManus <br />reported that other than the comments he made, he is agreement with the <br />recommendations of the Planner. <br />Duray asked about the height of the building. McManus reported that it <br />would be 25 to 26 feet in height and would meet the Code. <br />- 10 - <br />
