MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2014 <br />McManus then reported their intention to fill the property so that the flex- <br />plex is constructed at street level. Fischer pointed out that this is another <br />reason that a grading and drainage plan is needed. <br />With regard to the model home concept, McManus reported that the units <br />will be constructed as spec units and would likely only be used as model <br />homes for 60 days. This will not be a commercial model home center. <br />McManus asked when the Commission could make a recommendation on <br />the PUD Permit. Fischer reported that as soon as McManus submits the <br />required information listed in the Planner's report, the Commission will <br />review that information and make a recommendation. Duray asked if the <br />DNR would have to review compliance with the Shoreland Ordinance. <br />The City Planner indicated that the City does that review on behalf of the <br />DNR. McManus indicated that they will comply with all Shoreland <br />Ordinance requirements. <br />McManus was informed that this concept review will be presented to the <br />City Council at their June 25'x' meeting for comment. <br />Brad Krussow, 60 Little Canada Road, informed the Commission that he <br />lives next to this property. Krussow felt the development proposed as too <br />much development for a small lot. Krussow was also concerned about <br />elevation changes on the property and the impact of the development on <br />Round Lake. Krussow noted that the flex-plex could result in 6 to 8 <br />additional residents on the lot and 5 to 6 vehicles. Krussow stated that he <br />had trouble seeing anything positive about the development. He also <br />suggested that perhaps the developer would like to purchase his property <br />and incorporate it into this proposed development. It was suggested that <br />Krussow contact Mr. McManus with this suggestion. Mr. Krussow was <br />encouraged to stay active in the development process. <br />AMEND The City Planner reported that PCiRoads has requested approval of an <br />ZONING Amendment to the Zoning Code establishing a Temporary Concrete <br />CODE & Mixing Plant as an Interim Use in the Industrial -Park (I -P) District and an <br />IUP PERMIT — Interim Use Permit for the operation of a Temporary Concrete Mixing <br />SPRUCE Plant and related uses on the Schrier property located on Spruce Street. <br />STREET — The Planner noted that the plant would be used to provide materials for the <br />PCiROADS MN Pass project over the next couple of years. <br />The City Planner indicated that currently the Zoning Code does not <br />accommodate this type of use in the City. The site in question is a vacant <br />piece of property. The Planner reported that if the City wants to entertain <br />this use, he has suggested a series of conditions as outlined in his June 6th <br />- 11 - <br />
