The subject sits is <br />zoned PUD and is subject to Shoreland Overlay District requirements of <br />abutting Round Lake. <br />The Planner indicated that PUD processing is a three -stage process. The <br />first stage is the concept plan stage, the second is the development plan <br />stage, and the third is the final plan stage. The Planner indicated that there <br />is information that has not been submitted, therefore, he is recommending <br />that tonight's review focus at the concept plan stage. This review would <br />involve Commission comments, which the developer can than take under <br />consideration. The information that is missing includes a Site Survey, <br />Grading and Drainage Plan, Utility Plan, and Landscape Plan. The <br />Planner noted that the Survey is necessary to verify compliance with the <br />Shoreland District requirements. <br />The Planner then reviewed his June 6, 2014 report which comments on <br />several issues relative to the submittal and his recommendations relative to <br />these issues. The Planner noted that the city Code requires two parking <br />spaces per unit, and the applicant has proposed a one -car garage per unit <br />when at least a two -car garage is typical. The Planner pointed out that the <br />garage size is narrow and recommended a larger garage size. The Planner <br />recommended that all Shoreland Ordinance requirements be complied <br />with, and noted that he was unable to verify compliance given the limited <br />submittals. He also noted that it appears there is a great deal of <br />impervious surface being proposed, the amount of which must be <br />reviewed. <br />The Planner also noted that in the submittal the applicant talks about the <br />idea of operating the flex-plex for a commercial real estate use for a period <br />of time as a model home center. The Planner indicated that the City <br />would need to find out how the site would function and what changes <br />would be made when the site converted from commercial to a full <br />residential site. There is also the issue of how the units will be owned, <br />how utility services will be provided, if an association will exist, etc. <br />The Planner recommended that the Planning Commission comment on the <br />various issues this evening at a concept review level without a specific <br />recommendation. <br />Tom McManus, Mako Property Group and Thomas Homes, appeared <br />before the Commission and presented a history of the company. He <br />reported that Thomas Homes has constructed this flex-plex concept in <br />several cities. He indicated that this concept is not a typical townhome <br />development given there are varying building elevations, floor plans, and <br />no townhome association.
