MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2014 <br />report. These conditions are based on the aggregate materials stockpile <br />allowance in the 1-2 Zoning District. <br />The Planner pointed out that there are issues relative to operating this type <br />of use in the City relative to impacts on traffic as well as City <br />infrastructure. The applicant has indicated a willingness to pay the City <br />$.15 per ton for the concrete batch that leaves the site, similar to the <br />arrangement that the City has with Fra -Dor. The Planner noted that this <br />would provide the City the ability to recoup some of the costs associated <br />with road damage. He noted that the haul route proposed would be from <br />Spruce Street to South Owasso Blvd. to Country Drive to Little Canada <br />Road and to the southbound 35E ramp to the freeway. The Planner noted <br />that the Country Drive/Little Canada Road intersection is very congested <br />at certain times of the day. <br />The Planner noted that the City is not obligated to amend the Zoning Code <br />to allow this use. <br />Joe Miessen, PCiRoads, reported that he has reviewed the City Planner's <br />report and agree to most of the conditions outlined in the report. The only <br />exception is that the Planner is suggesting that once the use ceases, the site <br />be returned to its current state. The Schrier's are requesting that the gravel <br />base be left in place. <br />Duray asked if there were any State or County mandates that would <br />require Little Canada to accommodate this use. The Planner replied that <br />there were not. He noted that for many projects of this nature, the use is <br />accommodated within the MN DOT right-of-way; and when that happens, <br />the City has no zoning authority over the use. <br />Schwalbach asked how many trucks would be hauling and over what time <br />period. Miessen reported that the time period would be August 1, 2014 <br />through September 1, 2015, but the actual activity would occur over two <br />30 -day time periods within that date range. Miessen estimated the number <br />of truck at 30 to 45 per hour at peak times. Schwalbach asked if Miessen <br />has looked at how the Country Drive/Little Canada Road intersection <br />functions. Miessen replied that he has and that this is the best situation <br />that he could find. Schwalbach asked the hours of operation. Miessen <br />replied that they would likely operate 12 hours per day during the week <br />and 8 to 10 on weekends. Schwalbach noted that there is a City ordinance <br />that would dictate hours of operation. <br />Duray asked about equipment height on the site. Miessen indicated that <br />there would be one silo approximately 20 feet in height and two ready -mix <br />units will be about 6 feet high. Miessen indicated that they would do dust <br />- 12 - <br />
