MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2014 <br />control on the site. With regard to noise, Miessen indicated that it would <br />be as noisy as any construction site due to back-up alarms on trucks and <br />the hum from the generator operating the equipment. <br />Malietzke asked about fly ash storage noting that it is a hazardous <br />material. Miessen reported that the fly ash comes in a self-contained <br />container. He indicated that they would likely have a MPCA permit for <br />the site. <br />Fischer noted the Planner's recommendation for financial security to <br />guarantee compliance with any conditions. Miessen indicated that they <br />would be able to put up a bond as financial security. <br />Fischer expressed concern with 50 trucks per hour hauling from this site. <br />He anticipated a tremendous impact on traffic as well as a toll on the <br />condition of South Owasso Blvd. and Country Drive. Miessen indicated <br />that they would have their haul route reviewed and approved by MN DOT. <br />He also indicated that if the roads are damaged, his company and MN <br />DOT would share the cost of repairs. The condition of the streets would <br />be filmed prior to work starting to document the starting condition. <br />Fischer indicated that he is struggling with this proposal given the amount <br />of traffic it will generate as well as impact on roads. Fischer noted that the <br />intersection of Country Drive and Little Canada Road is already congested <br />at times. He indicated that he was trying to consider the big picture, but <br />questioned why Little Canada. Miessen reported that they have looked at <br />the entire area and there is no viable location to the south. He indicated <br />that moving the site further north impacts their profit margin. Miessen <br />reported that they also looked at a City -owned site which they could make <br />work, but felt the freeway access from the Schrier site was preferable. <br />Duray felt that the Country Drive/Little Canada Road intersection was a <br />very difficult one with normal traffic, and felt the additional traffic from <br />this cement plant would make this intersection impossible. He pointed out <br />the impact that the traffic would have on both the intersection and local <br />traffic and businesses. I -Ie also felt the plant would be an eyesore. <br />Miessen noted that it is difficult to construct major projects in the Metro <br />area without accommodations of this nature. Fischer agreed, but noted the <br />impact on the City's infrastructure that no one wants to pay for. Fischer <br />pointed out that the Zoning Code specifically prohibits uses of this nature. <br />He also noted the negative impact on the business community in this area. <br />Fischer stated that he understood consideration for the bigger picture, but <br />noted that this is a tough situation. <br />- 13 - <br />
