MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2014 <br />Schwalbach asked if the business community had been notified of this <br />proposal. The City Clerk reported that hearing notices were sent to <br />properties within 350 feet. <br />Schwalbach asked about the City site that Miessen referenced and what <br />the haul route would be from that site. The City Planner noted that the site <br />is the former Roseville Plumbing site. Miessen reported that the haul <br />route would be to Rice Street. Schwalbach indicated the he preferred the <br />South Owasso Blvd./Country Drive haul route as it would be less busy <br />than Rice Street. <br />Fischer asked if the City could require that the Schrier site be restored <br />with vegetation rather than the gravel base that the Schrier's prefer. The <br />Planner replied that the City could make that a condition. The City could <br />also dictate the haul route requiring the contractor to haul to Rice Street <br />and go north to the freeway, thus avoiding the Country Drive/Little <br />Canada Road intersection. Miessen stated that that would add 3 to 4 miles <br />onto the haul route and noted that they only have so much time to move <br />the concrete as mixing trucks are not used. Fischer noted that trucks will <br />be sitting at a dead stop at the Country Drive/Little Canada Road <br />intersection waiting through several stop light signals. <br />Duray felt that the MN Pass project will put extra pressure on the City <br />with additional traffic, and it was not fair to Little Canada to put the add <br />the additional pressure of having this concrete plant located in the City. <br />Duray indicated that he would not support the proposal. <br />Schwalbach stated that he supported the proposal because the bigger <br />picture will benefit Little Canada more in the long run than the 60 days <br />that the concrete plant is operating. He also felt that PCiRoads will find <br />the most efficient haul route to and from the site and did not see a reason <br />for the City to dictate the haul route. <br />Schwalbach recommended approval of an Amendment to the Zoning Code <br />establishing Temporary Concrete Mixing Plans as an Interim use in the <br />Industrial -Park (I -P) District and an Interim Use permit for the operation <br />of a Temporary Concrete Mixing Plant and related uses on Spruce Street <br />(Schrier Property) by PCiRoads subject to the conditions as outlined in the <br />City Planner's June 6, 2014 report and subject to the site being restored to <br />its current condition, with no designation of a specific haul route as it is <br />believed that the contractor has the highest incentive to find the most <br />efficient haul route. <br />Motion seconded by Murphy. <br />- 14 - <br />
