MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />SUBJECT TO WETLAND DELINEATION BY THE WATERSHED <br />DISTRICT, SUBJECT TO PROVIDING ROAD ACCESS TO THE <br />EAST AND WEST PROPERTIES TO ENSURE THAT <br />LANDLOCKING DOES NOT OCCUR, SUBJECT TO THE <br />PROPOSED CUL-DE-SAC BEING KEPT AT THE MOST MINIMUM <br />LENGTH POSSIBLE AS CONTROLLED BY WETLAND <br />BOUNDARIES, AND SUBJECT TO COMPLIANCE WITHALL <br />OTHER CITY CODE REQUIREMENTS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3) McGraw, Montour, Blesener. <br />Nays (1) Allan. Resolution declared adopted. <br />ARCHITEC- Blesener opened the Public Hearing to consider the request for <br />TURAL REVIEW Architectural Review for the redevelopment of the McDonalds <br />AND CUP - restaurant at 2260 Rice Street, as well as a Conditional Use Permit <br />2260 RICE for a convenience food establishment. It was noted that the City <br />STREET - Planner and the Planning Commission have recommended approval <br />MCDONALDS subject to compliance with the recommendations of the City Planner and <br /> the City Engineer. <br />Eric Kellogg, Land Form, representing McDonalds, appeared before the <br />Council and reviewed site plans for the redevelopment of the existing <br />McDonalds restaurant on Rice Street. Kellogg noted that the City will be <br />realigning Viking Drive to connect it with Minnesota Avenue. Part of that <br />realignment involves the City's acquisition of the Oasis property, and a <br />property trade between McDonalds and the City. Kellogg noted that the <br />new access points for McDonalds will consist of one on Minnesota <br />Avenue and two on newly aligned Viking Drive. He also described the <br />circulation within the McDonalds property. <br />Kellogg noted that the plans before the City Council reflect changes made <br />to comply with the recommendations of both the City Planner and the City <br />Engineer. These revisions were discussed with the City Planner and <br />determined to be acceptable. <br />Montour asked about providing for sidewalks along Rice Street. The City <br />Engineer replied that there are no sidewalks currently along the <br />McDonalds property. However, there is sufficient room within the <br />County's right-of--way. The City Administrator reported that the Rice <br />Street study group has raised the issue of the need for sidewalks along <br />Rice Street as part of its reconstruction planning. <br />Montour noted that the service doors on the side of the proposed building <br />facing Rice Street.
