MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />suggested that this side of the building should have a more "front of the <br />building" appearance. Kellogg indicated that these are delivery doors to <br />accommodate semi deliveries directly to the inside of the building. <br />Relocating these doors is not an option. Kellogg suggested some <br />additional landscaping to soften the appearance of the doors. Kellogg <br />noted that the Minnesota Avenue frontage is considered by McDonalds to <br />be the front of the building. <br />Allan suggested that awnings over these doors would help. Kellogg <br />indicated that McDonalds only places awnings over public entrances as an <br />entrance visual for customers. He suggested taller landscaping treatments <br />to soften the appearance of these service doors. It was also suggested that <br />the doors could be painted the same color as the abutting brick wall. <br />The Council discussed signage, and the Planner noted that the McDonalds <br />property will abut street frontage on three sides. Therefore, three wall <br />signs would be allowed as well as a freestanding sign. <br />Montour questioned the drive-through being located on the Viking Drive <br />side of the property pointing out that 80% of the traffic to McDonalds will <br />come from Rice Street. A representative of McDonalds indicated that the <br />lay out of the building could not be changed. Again the service doors <br />could be painted to match the building, and taller landscape treatments <br />would be used. Awnings could be placed only over entrance doors. It was <br />noted that the large service door provides access for McDonalds trash <br />enclosure. <br />Kellogg indicated that McDonalds is planning for a monument sign on the <br />northwest corner of the property. <br />There was no one else present wishing to comment on this matter. <br />Upon motion by Allan, seconded by McGraw, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-9-96 -APPROVING THE <br />ARCHITECTURAL REVIEW FOR THE REDEVELOPMENT OF <br />THE MCDONALDS RESTAURANT AS WELL AS A CONDITIONAL <br />USE PERMIT FOR A CONVENIENCE FOOD ESTABLISHMENT <br />AT 2260 RICE STREET SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER AND THE CITY <br />ENGINEER, SUBJECT TO THE SERVICE DOORS ON THE RICE <br />STREET SIDE OF THE PROPERTY BEING PAINTED TO MATCH <br />THE BUILDING, AND SUBJECT TO THE CITY PLANNER'S <br />11 <br />
