MINUTES <br />CITY COUNCIL <br />APRIL 25, 2007 <br />Allan noted that this is an environmentally sensitive area and suggested <br />that perhaps the wetland issues should have been determined before <br />proceeding with concept. <br />Soby stated that they first wanted to determine what they could do with <br />the land, and are aware that the proposal may change as further analysis is <br />done. Soby noted that the Richie Place concept is a concept only, subject <br />to change based on further engineering and Watershed review. Soby <br />stated that they are very aware that the plat cannot make existing drainage <br />conditions worse, and understand the review that will be involved. Soby <br />stated that they are asking for concept design approval only. <br />Blesener asked about the location of the stub road to the east. The City <br />Engineer pointed out that the 2004 thoroughfare concept included a stub <br />road to the east that connected with Beam Avenue. The Engineer felt <br />there were benefits to connecting to Beam Avenue. He noted that when <br />the 2004 thoroughfare concept was put together, he worked with the <br />Watershed on it. The Engineer noted that the Lauren Development stub <br />road is further south, but may provide the potential to connect to Beam <br />Avenue. Montour felt given how far south the east stub road was <br />proposed, it would not be feasible to connect to Beam. <br />The City Engineer suggested that the location of the east stub road as <br />proposed in 2004 would be approximately two lots north of where it is <br />currently shown on the Richie Place concept. The Engineer suggested that <br />there may be other potential locations. <br />Soby indicated the east stub road location was best from an elevation <br />standpoint. He noted that moving north, the grades get worse as you get <br />closer to the pond area. <br />Blesener indicated that before he voted on the concept he would like to <br />have a better idea of wetland location. Soby stated that they understand <br />that the development will have to be approved by the Watershed, and felt <br />the City could act on the concept subject to that approval <br />Allan stated that she did not like the request for a PUD for this property. <br />Soby stated that Lauren Development is not seeking a PUD. He also <br />noted that the proposal meets City Code requirements. Allan noted that <br />the R-1 District limits cul-de-sac length to 500 feet, and the proposed cul- <br />de-sac is twice that length. Soby indicated that Lauren Development <br />could go back to the previous plan consisting of 121ots and a 500 foot cul- <br />de-sac. Allan suggested that the previous plan would be acceptable with <br />road connections to the east and west. This, however, may result in the <br />loss of a lot or two, Montour pointed out that the revised concept was in <br />response to direction given the developer by the City. <br />
