Pallet Service Corp. Limited Fire Code Consulting April 16, 2014 <br />This letter is based on the assumptions stated below and the documents referenced <br />above. Should any of these items hold to be incorrect, the conclusions of this letter <br />are no longer valid and require updating. <br />• Fire is the primary hazard to be considered for life safety and property protection. <br />® For items not specifically addressed or spelled out in this letter, it is expected that <br />the Client will be in substantial compliance with the adopted codes in Minnesota and <br />other nationally recognized standards. FFCDI has not conducted a complete <br />detailed fire safety code compliance review or site safety review, nor should this <br />letter be construed to identify all known hazards or identify all applicable provisions. <br />FIRE CODE REQUIREMENTS <br />Limited fire code research was completed to assess the requirements for the increase in <br />storage area and stack heights of outdoor lumber storage on the property. Therefore, <br />Chapters 1, 5 and 19 of the 2007 MSFC are the relevant chapters. <br />In the current MSFC, Chapter 1 Section 102 addresses Applicability. Construction and <br />design provisions of the code shall apply to existing structures, facilities and conditions <br />which are identified in specific code sections or when they constitute a distinct hazard to <br />life and property in the opinion of the local code official [102.1(4)]. <br />Chapter 19 Section 1909 addresses outdoor storage of lumber products. Size of <br />lumber storage piles is limited to 150,000 cubic feet in volume and 20 feet heights <br />[1909.2]. Fire protection is required in the form of an approved hydrant system in <br />accordance with NFPA 24 or portable fire -extinguishing equipment suitable for the fire <br />hazard complying with Section 906 [1909.5]. Fire apparatus access roads in <br />accordance with Section 503 are required for the buildings [1903.6] and on a maximum <br />grid system od 50 feet by 150 feet for the outdoor lumber storage [1909.3]. Security for <br />permanent lumber storage areas is also a code requirement in the form of an approved <br />fence a minimum of 6 feet high [1909.4]. <br />CONCLUSIONS <br />Based on information provided and the reference standards used, your current Permit <br />amendment request to allow expansion of outdoor lumber storage is subject to <br />MSFC code requirements for fire apparatus access roads [503] as a minimum. You <br />may be required to modify location or size of lumber storage piles to accommodate fire <br />apparatus access and add hydrant protection, including water main <br />improvements to provide adequate fire flows, subject to the authority and <br />recommendations of the Fire Marshal and City Engineer. Security fencing could also <br />be a requirement of the local officials. <br />Page 3of5 <br />
