MINUTES <br />CITY COUNCIL <br />JUNE 25, 2014 <br />AMEND <br />ZONING <br />CODE & <br />IUP — <br />SPRUCE <br />STREET — <br />PCiROADS <br />Blesener opened the Public Hearing to consider the request for an <br />Amendment to the Zoning Code establishing Temporary Concrete Mixing <br />Plants as an Interim use in the Industrial -Park (I -P) District and an Interim <br />Use Permit for the operation of a Temporary Concrete Mixing Plant and <br />related uses for property located on Spruce Street near South Owasso <br />Blvd. made by PCiRoads. It was noted that the Planning Commission <br />had a split vote on this matter with three members in favor and three <br />opposed. <br />The City Planner reported that PCiRoads has requested an Amendment to <br />the Zoning Code so that they can operate a temporary concrete mixing <br />plant on the Schrier property at Spruce Street and South Owasso Blvd. If <br />that amendment is approved, they have also applied for an Interim Use <br />Permit so that they can operate the plant from approximately August of <br />2014 through September of 2015. The Planner noted that the I -P District <br />specifically prohibits the stockpiling and/or recycling of aggregate <br />materials as well as asphalt plants, concrete mix plants, and other <br />aggregate materials processing. However, if the Council is inclined to <br />amend the Code to allow this use on a temporary basis in the <br />I -P District, the Planner indicated that he has prepared an amendment that <br />is modeled after the City's 1-2 District that allows for the Fra -Dor use. <br />The Planner noted that the Planning Commission did have some <br />discussion about the haul route that PCiRoads is proposing, which is from <br />the property at Spruce and South Owasso Blvd. to Country Drive to Little <br />Canada Road and to the southbound I35E ramp. <br />Blesener reported that he received an email from Porterhouse expressing <br />concern that this additional truck traffic would have on their business as <br />well as other businesses along Country Drive and residents in the area. <br />Blesener noted that the intersection of Country Drive at Little Canada <br />Road is extremely congested now, and it typically take more than one light <br />cycle for a vehicle to get through this intersection. Blesener also pointed <br />out the wear and tear that this additional traffic would have on the City's <br />roads. Blesener noted that the concrete plant is being requested as part of <br />the MN Pass project. Blesener did not feel that this project had a great <br />benefit to Little Canada. He also did not feel that Country Drive could <br />handle this additional traffic. It was noted that Council Member McGraw <br />submitted his written comments which did not support the PCiRoads <br />request. <br />The City Administrator noted that approval of the request would have an <br />adverse impact on traffic and the City's streets.
