MINUTES <br />CITY COUNCIL <br />.TUNE 25, 2014 <br />Bill Hines, PCiRoads, appeared before the Council. He reported that the <br />company has been in the paving business since 1971 and noted that <br />everyone wants to drive on improved roads. Hines stated that it has <br />become increasingly difficult to find sites to conduct their business and get <br />concrete delivered to the job site quickly. Hines pointed out that there are <br />both pluses and minuses relative to this proposal. Hines noted that while <br />they would need the Interim Use Permit for approximately 14 months, <br />there will only be two 30 -day periods in which the plant would be <br />operating and concrete delivered to the site. <br />Blesener indicated that he finds a lot of minuses for the City. He noted the <br />comments at the Planning Commission meeting that the condition of <br />Country Drive would be documented prior to the operation of the concrete <br />plant beginning, and if damages to the street occurs both MN DOT and the <br />contractor would share in the cost of repairs. He also noted the <br />contractor's willingness to pay the City $.15 per ton of concrete hauled. <br />Blesener indicated that it was his understanding that MN DOT does not <br />pay for road improvements outside of their right-of-way. Hines indicated <br />that this is a haul route issue and MN DOT does participate on an <br />incremental basis for the cost of road repairs for haul routes. Blesener did <br />not feel that this use fit the location. Hines felt the location was a good <br />one for quick access to the MN Pass project and allowed then to submit a <br />favorable bid for the work. Blesener indicated that if the bid was based on <br />this specific location, PCiRoads should have approached the City first to <br />ask if the location would work. Hines indicated that the bid was based on <br />a proximity location for the temporary concrete plant. <br />Boss asked if PCiRoads had other location in mind. Hines reported that <br />they did not. He indicated that working within the project right-of-way <br />poses a lot of concerns and is a more dangerous situation. <br />Montour asked about a haul route that used Owasso to Rice Street to 694 <br />to 35E. Keis suggested Country Drive to Rice to 694 to 35E. Hines <br />indicated that either of these haul routes were not preferable. He again <br />noted that the actual hauling would occur during two approximate 30 day <br />periods for 12 to 15 hours each day. <br />Montour stated that he understood PCiRoads' position, but noted that <br />Little Canada has been beaten up by the Unweave The Weave project and <br />now the MN Pass project. Keis stated that he could not see any positives <br />in allowing this temporary concrete plant in Little Canada. Boss noted <br />how congested the traffic is on Country Drive, and indicated that she <br />cannot imagine how the road would function with this additional traffic. <br />12 <br />
