MINUTES <br />CITY COUNCIL <br />JUNE 25, 2014 <br />Joan Nielson reported that she is purchasing property on Spruce Street and <br />agreed that the traffic in the area was very heavy. Nielson stated that she <br />objected to the proposal because of this traffic it would generate as well as <br />concern about concrete dust being added to the air. Nielson noted that <br />concrete dust is a carcinogen. Nielson stated that she could see no <br />positives from this proposal. <br />There was no one else present from the general public wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2014-6-105 — DENYING THE AMENDMENT TO <br />THE ZONING CODE ESTABLISHING TEMPORARY CONCRETE <br />MIXING PLANT AS AN INTERIM USE IN THE INDUSTRIAL - <br />PARK (I -P) DISTRICT BASED ON THE FACT THAT COUNTRY <br />DRIVE ISALREADY A HEAVILY TRAVELED ROADWAY AND <br />COULD NOT SUPPORT THE ADDITIONAL TRAFFIC THAT THIS <br />INTERIM USE WOULD GENERATE NO MATTER WHICH HAUL <br />ROUTE WOULD BE CHOSEN FROM THE SITE, AND BASED ON <br />THE FOLLOWING ADDITIONAL FACTORS: THE OPERATION <br />DOES NOT FIT THE LOCATION, THE OPERATION WOULD <br />HAVE A NEGATIVE IMPACT ON THE ADJACENT MOBILEHOME <br />PARK, THE USE IS SPECIFICALLY PROHIBITED IN THE I -P <br />DISTRICT, AND THE OPERATION WOULD RESULT IN <br />SUBSTANTIAL COST TO THE CITY RELATIVE TO IMPACT ON <br />ROADS <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4) <br />Nays (0). Resolution declared adopted. <br />AMEND Blesener opened the Public Hearing to consider an Amendment to PUD <br />PUD — Permit for the operation of a seasonal farmers' market at 61 Little Canada <br />61 LITTLE Road made by the City's Parks & Recreation Department. The City <br />CANADA Planner and Planning Commission recommended approval of the PUD <br />ROAD — Amendment. <br />FARMERS' <br />MARKET The City Planner indicated that currently the Parks & Recreation <br />Department has a PUD Permit for the farmers' market that extends from <br />mid-June through September 30th with operating hours from 9 a.m. <br />13 <br />
