MINUTES <br />CITY COUNCIL <br />JUNE 25, 2014 <br />REQUEST Blesener noted the under the Liquor Ordinance, the City has only one <br />TEXT On -Sale Liquor License available and it is an On -Sale Restaurant License. <br />AMENDMENT He noted that the City has received a request to amend the Code to <br />TO LIQUOR provide for an On -Sale Liquor License for the operation of a bar and <br />CODE live music venue. Blesener noted that the City's intent in creating the On - <br />Sale Restaurant License was to attract a hotel and upscale restaurant. <br />The City Administrator agreed that the Council's hope in creating the On - <br />Sale Restaurant License was to attract a high quality restaurant. He <br />pointed out that Porterhouse holds an On -Sale Restaurant License, and the <br />Council amended the Code several years ago to add the second On -Sale <br />Restaurant License. The Administrator pointed out that On -Sale Liquor <br />Licenses tend to generate police calls. The Administrator noted that the <br />On -Sale Restaurant License is essentially for a restaurant that serves <br />alcohol versus the On -Sale License which can be a bar that serves food. <br />The City Planner reported that he looked at the materials submitted by <br />Chris Gnetz, who is proposing Voodoo Live, from a zoning standpoint. <br />He indicated that from a preliminary review standpoint the proposal would <br />require 190 parking spaces under the Code. The Planner noted that there <br />are 180 spaces available for both shopping centers. The Planner noted that <br />45 of these parking spaces are adjacent to the senior housing buildings <br />immediately to the north. <br />Blesener noted that the lack of parking would raise an issue with all the <br />other businesses in the area. He also indicated that the Voodoo Live <br />concept does not meet the intent of the On -Sale Restaurant License. The <br />Planner indicated that the primary function of Voodoo Live would not <br />appear to be a restaurant. <br />Mike Miranowski, reported that he is the General Manager of The Myth, <br />and representing Chris Gnetz this evening. Miranowski reported that The <br />Miles Group, owners of the shopping centers, are working with other <br />businesses in the area to contract for off-site parking. <br />Blesener noted that the type of business proposed would not meet the <br />qualifications for the On -Sale Restaurant License. Miranowski indicated <br />that they could attempt to change the business plan to provide for 60% of <br />gross yearly sales in food and 40% in liquor. Miranowski reported that the <br />purpose of meeting with the Council this evening is to determine whether <br />or not the Council would be willing to change the Liquor Code and <br />provide an On -Sale Liquor License. <br />15 <br />
