MINUTES <br />CITY COUNCIL <br />JUNE 25, 2014 <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />MET COUNCIL The City Planner reported that the Metropolitan Council has adopted its <br />POPULATION Thrive 2040 population forecasts despite the objections of several <br />PROJECTIONS communities including Little Canada. The Met Council has published a <br />list of objections made by communities, but that list does not include <br />objections made relative to the population projections. The Planner <br />indicated that the City will have to address these population projections as <br />part of the it's next Comprehensive Plan update. <br />FRATTALONE The City Administrator reviewed his June 20'x' report relative to an <br />EASEMENT easement needed from Frattalone Companies for the water works trail on <br />the north side of the railroad tracks. He noted that Mr. Frattalone has <br />generously agreed to donate the easement to the City if the City agrees <br />that the land is worth $5 per square foot ($8,390). He noted that the City <br />recently had appraisals for easements needed for sidewalk on Little <br />Canada Road from St. John's at $5.50 per square foot, from the BP Station <br />at $10.25 per square foot, and from residential properties at $9.54 per <br />square foot. Therefore, the $5 per square foot request appears reasonable. <br />The Administrator indicated that the County's Estimated Market Value is <br />$4 per square foot, but coupled with the cost of acquisition, again the $5 <br />appears reasonable. <br />The City Attorney agreed that the $5 per square foot appears reasonable, <br />but recommended that the City have the property appraised to avoid a <br />third party dispute. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-6-110 — AUTHORIZING THE CITY <br />ADMINISTRATOR TO CONTINUE THE PROCESS FOR <br />OBTAINING THE FRATTALONE EASEMENT BASED ON THE <br />RECOMMENDATION OF THE CITY ATTORNEY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />18 <br />
