U. -BRING &--ASSO(IIATZS <br />TAR MOM <br />Memo <br />TO: Honorable Mayor & City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 9, 2014 <br />RE: Tower Valve Replacement <br />As indicated in our previous memo we have obtained quotes for the installation of a new <br />16" isolation valve between Noel Drive and the Water Tower. The new valve will be <br />installed between the top wall along Noel Drive and the Water Tower to allow the water <br />tower to be isolated from the system by a single valve. It is anticipated that the valve <br />could be up to 15 feet deep and ground water will be encountered as the hill side is <br />currently weeping water onto Noel Drive. Contractors were told that the work would <br />need to be completed in the next two or three weeks while the Water Tower was out of <br />service for painting. Contractors were also told that the disturbed area would need to be <br />graded but the seeding or sod installation would be done under a separate contract. <br />Pricing was requested from five (5) Contractors, but only two (2) indicated they could <br />commit to completion of the work within the time allowed. The two quotes received are <br />listed below. <br />C.W. Houle Inc. <br />Frattalone Companies <br />$24,550.00 <br />$36,650.00 <br />The low quote received was submitted by C.W. Houle Inc. and they have successfully <br />completed similar work in the City in the past. The tight completion time for the project <br />did limit the number of Contractors willing to quote the work but based on the depth, <br />groundwater issues, and tight working area we feel the quote is competitive. We did <br />review options for putting the new valve in front of the first wall along Noel Drive. <br />However in this location the watermain is just west of a 15" storm line that runs just <br />along the east curb line and the retaining wall starts about 5 feet from the back of curb. <br />Sufficient room does not exist between the retaining wall, street, and storm sewer to <br />allow installation of a valve without significant impact to both. Therefore, we would <br />recommend Council approve installation of the valve between the second wall and the <br />water tower by C.W. Houle for $24,550.00.
