The third (and final) stage in the process in the final plan stage. The final stage involves <br />the submission of plans necessary to execute the approved development stage plan <br />and would include any changes required by the City as part of the development stage <br />processing. <br />While the submitted application materials clearly convey the applicant's intent, <br />numerous plans have not been provided as required as part of the PUD development <br />stage review process. These required plans include the following: <br />• Site Survey <br />• Grading and Drainage Pian <br />• Utility Pian <br />• Landscape Pian <br />Lacking the preceding plans, Staff recommends that the submitted development plans <br />be considered conceptual in nature and that formal action on the development stage <br />PUD occur when required plan submissions are received. <br />Zoning. As noted, the subject property is zoned PUD, Planned Unit Development. <br />Within PUD zoning districts, multiple family residential uses are allowed provided they <br />serve senior residents of 55 years of age or greater. Within the framework of the <br />Zoning Ordinance, townhomes are considered "multiple family residential uses." <br />Therefore, as a condition of PUD development state approval, the three proposed <br />dwelling units may only be occupied by seniors age 55 or greater. The applicant has <br />indicated his willingness to restrict residency to this demographic, which woukt need to <br />be made a requirement of the development agreement and restrictive covenants <br />applicable to the property. <br />Subdivision. The applicant has indicated that the proposed townhomes are to be <br />owner occupied. In this regard, it is unclear how the ownership of the individual units Is <br />to be conveyed. If a base (common) lot! unit lot arrangement or the three individual lots <br />are proposed, subdivision of the subject property will be necessary. This issue should <br />be addressed by the applicant. This also suggests that an association would be <br />necessary to manage any common lot areas, such as the driveways or any common <br />landscaping. <br />Lot Area and Width. In consideration of let area and width, the City's R-2, Medium <br />Density Residential District provisions are considered an appropriate reference. Within <br />the R-2 District, a minimum lot area of 15,000 square feet and minimum lot width of 125 <br />feet is required for townhome uses. <br />The subject property measures 21,250 square feet in size and approximately 80 feet in <br />width (at the 30 foot front yard setback).
