width requirement will be necessary (via the PUD). <br />Access. The subject site is presently accessed from the north via a single point along <br />Little Canada Road. In contrast, the submitted site plan illustrates two driveway access <br />points along the roadway. Considering that Little Canada Road is a designated major <br />collector street, it is recommended that a single access point along Little Canada Road <br />be provided. This issue should be subject to further comment and recommendation by <br />the City Engineer. <br />Setbacks. As in the case of lot area and width requirements, the City's R-2 District <br />setback requirements are considered an appropriate reference for setbacks. The <br />following is a listing of applicable R-2 District setbacks and setbacks proposed by the <br />applicant. <br />As noted, the rear setback is proposed to be less than the typically required setback for <br />uses of this nature. The setback is measured to the rear lot line, although it appears <br />that additional upland area lies between the property line and the lake. This lesser rear <br />setback would require flexibility through the PUD. <br />The City has not commonly granted flexibility from shoreland setback requirements. As <br />a condition of PUD approval, confirmation of shoreland setback compliance should be <br />demonstrated by the applicant via the submission of a site survey that notes the <br />ordinary high water elevation of Round Lake. If the OI -IW is similar to the current <br />shoreline, the setback is likely met. <br />Off -Street Parking <br />Parking Suooiv. According to the Ordinance, two off-street parking spaces per <br />unit are required for townhomes. While only single stall garages are proposed, <br />area does exist on the north side of each garage for tandem parking <br />arrangements. Thus, off-street parking supply requirements of the Ordinance <br />appear to be satisfied. The City should discuss whether single -stall garages are <br />adequate. In previous townhouse projects approved by PUD, two -car garages <br />have been standard. <br />Parking Location.
