Shoreland Requirements. The subject site lies within the shoreland overlay district of <br />Round Lake and thus Is subject to shoreland district requirements applicable to "general <br />development lakes? <br />As a condition of PUD approval, the applicant must demonstrate compliance with all <br />applicable shoreland district requirements including the 50 foot shoreland setback and <br />the maximum 25 percent impervious surface coverage requirements. It appears that <br />the site development may cover a significant more amount of the property than the <br />Shoreland allowance. Flexibility under the PUD is unlikely, since the DNR's Shoreland <br />models severely restrict density when PUD flexibility is being sought. <br />RECOMMENDATION <br />While the proposed use may be seen as consistent with the City's land use objectives <br />for the area, detailed development plans have not been provided. Thus, it is considered <br />premature to take action on a PUD development stage application at this time. <br />Therefore, Staff recommends that the received application be considered a request for <br />PUD concept plan review. As a concept plan, the Planning Commission and City <br />Council should provide guidance to the applicant as to the acceptability of the land use, <br />and to any of the individual aspects of the proposal that will affect more detailed plans <br />and ultimately, whether or not the proposal can meet the City's expectations for PUD <br />development on the site. Staff offers the following summary <br />1. The following plans be submitted as part of PUD development plan stage review: <br />A. Site Survey <br />B. Grading and Drainage Plan <br />C. Utility Pian <br />D. Landscape Plan <br />2. The proposed dwelling units shall be occupied by persons (seniors) age 55 or <br />greater. <br />3. The applicant provide information of to how individual dwelling unit ownership is <br />to be conveyed (and whether or not subdivision of the subject property will be <br />necessary). <br />4. The two access driveways proposed along little Canada Road shall be <br />combined into a single access point. This issue should be subject to further <br />comment and recommendation by the City Engineer. <br />5. The applicant demonstrate compliance with shoreland district standards including <br />the 50 foot shoreland setback (from the OHWM of Round Lake) and maximum <br />25 percent impervious surface coverage requirements. <br />5 <br />16 <br />
