The previously submitted survey showing the duplex appeared to be able to comply with
this request.
Summary and Recommendation
With the applicant's pursuit of a single family home on the property, no PUD permit is
necessary. To close the item, planning staff recommends that the City Council deny the
PUD permit request based on the following findings:
• The proposed multiple family homes did not appear to meet the requirements of
the city's PUD zoning and shoreland overlay regulations, or inadequate
information was available to ensure compliance.
• The proposed duplex designs relied primarily on less than 2 garage spaces per
unit, a common standard the City has applied in other PUD developments that
included two family or townhouse residential units.
• The proposed designs included "carriage" units (accessory apartments) that did
not meet minimum square footage requirements for residential units per Little
Canada zoning ordinance regulations.
• The proposed multiple family use of the property was out of character with the
common density requirements applied to two-family or townhouse designs.
• The proposed multiple family use of the property was out of character with the
adjoining single family use in the neighborhood.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
40
