Hanson
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: August 8, 2014
RE: Quiet Zone Update
Attached are the preliminary reports prepared by Dave McKenzie of SEH related to the
establishment of Quiet Zones at our at -grade crossings and two Shoreview crossing.
Mr. McKenzie will be present at Wednesday's meeting to explain the report in greater
detail and to update you on the steps taken to date Here are some key factors that we
have been working on:
® We have been meeting with MnDot officials to ensure we follow the proper step
to spend the bond proceeds we were awarded this past legislative session. (We
may need to look at a legislative amendment this next session to clarify some
details to ensure we make full use of the allocated funds.)
• We have met with most of the owner's in the Woodlyn area to discuss the
possibility of closing that crossing and providing a new access route. The
consensus based on one meeting was to retain the existing crossing and use a
double gated signal system (this increase the project costs dramatically).
® We are preparing to send the notice to the railroad to obtain cost estimates for the
signal work.
cc: Dave McKenzie
