Hanson <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: August 8, 2014 <br />RE: Quiet Zone Update <br />Attached are the preliminary reports prepared by Dave McKenzie of SEH related to the <br />establishment of Quiet Zones at our at -grade crossings and two Shoreview crossing. <br />Mr. McKenzie will be present at Wednesday's meeting to explain the report in greater <br />detail and to update you on the steps taken to date Here are some key factors that we <br />have been working on: <br />® We have been meeting with MnDot officials to ensure we follow the proper step <br />to spend the bond proceeds we were awarded this past legislative session. (We <br />may need to look at a legislative amendment this next session to clarify some <br />details to ensure we make full use of the allocated funds.) <br />• We have met with most of the owner's in the Woodlyn area to discuss the <br />possibility of closing that crossing and providing a new access route. The <br />consensus based on one meeting was to retain the existing crossing and use a <br />double gated signal system (this increase the project costs dramatically). <br />® We are preparing to send the notice to the railroad to obtain cost estimates for the <br />signal work. <br />cc: Dave McKenzie <br />
