TISSO(ITIT S <br />Memo <br />TO: Honorable Mayor & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: August 8, 2014 <br />RE: Centerville Road Storm Pipe <br />Approval of Plans & Authorization for Advertising <br />We have prepared plans and specifications for the installation of a storm sewer line <br />down the Centerville Road right-of-way from the intersection of Labore Road to <br />approximately Gervais Creek. The line is proposed to be directionally drilled on the west <br />side of the road due to the location of existing watermain on the east side of Centerville <br />Road and the limited right-of-way off the east pavement edge. As the City Council is <br />aware the purpose of this line is to redirect storm water from the Public Works Site away <br />from Pioneer Park to help alleviate flooding issues in and around the Park and also to <br />accommodate the storm water from the future improvement of Centerville Road. <br />We have been in discussions with Ramsey County regarding this lines construction and <br />financing. Because the driving factor for the installation of the line at this time is for the <br />Public Works Site we anticipate that the City will need to fund the initial improvements, <br />however we are pursuing a cost share agreement with Ramsey County that will provide <br />reimbursement of a share of those costs when Centerville Road is improved and the line <br />is utilized for street storm water. The estimates we have obtained from various <br />Contractors have varied significantly, so we are recommending the project be bid to <br />allow construction of the storm line for use as an outlet for the Public Works Site and to <br />determine the actual construction costs so that accurate cost share discussions can <br />continue with the County. <br />At this time we are requesting plan approval and authorization for advertisement for bids <br />from the City Council.
