1��RING k ASSOCIATE <br />TAU6 HUPTU <br />Memo <br />TO: <br />Joel Hanson, City Administrator <br />Bill Dircks, Public Works Director, <br />Honorable Mayor & City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: August 8, 2014 <br />RE: Public Works Site <br />Remedial Investigation Award <br />As the Council is aware some contamination issues were discovered on the new Public <br />Works site during the original geotechnical investigation and we have been working on <br />the resolution of those issues in parallel with the construction planning. A new Phase I <br />and Phase II report were prepared by American Engineering Testing, Inc (AET) along <br />with a Response Action Plan (RAP) for dealing with any contamination that was exposed <br />during construction. The reports and the RAP were all submitted to the MPCA. While <br />the MPCA approved the RAP they are requiring that a Remedial Investigation (RI) be <br />completed on the site. The purpose of the RI is to better determine the extent and <br />impacts of the site contamination and requires some additional soil and groundwater <br />testing including the installation of monitoring wells on the site. The wells will be <br />monitored over a minimum on 10 months, possibly longer. While these costs must be <br />paid for by the City, they are up to 90% reimbursable through the State's PetroFund <br />program. <br />In total there will be 5 monitoring wells installed on the site. Four of the wells will be <br />located near the outer boundary of the property and one as near to where the highest <br />level of contamination was detected as possible. The fact that wells will be in use for the <br />greater portion of a year will require that we coordinate their locations with the <br />construction crews completing the site improvements. The goal will be to place the wells <br />in the green areas of the site to minimize there impact to the construction schedule and <br />completion of the improvements. <br />Quotes were obtained for the RI from AET, Braun, and MTM Environmental and those <br />quotes were reviewed by PetroFund staff to ensure compliance with their bidding <br />requirements. The low bid of $19,487.90 was submitted by AET.
