Manson <br />MEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: August 7, 2014 <br />RE: No Overnight Parking on Ontario Road <br />Last year the apartment complexes on the north side of County Road D changed their <br />parking policies and required residents to have stickers in their cars in order to park in the <br />lots. To my knowledge renters were only allowed to have two stickers per unit and there <br />is little to no visitor parking available. 'Phis has caused apartment visitors and those that <br />have more than two vehicles to park on the streets south of County Road D in Little <br />Canada, including Ontario Road from D to the cul-de-sac. <br />Staff has received numerous calls and e-mails (two e-mails are attached to this memo) on <br />this issue and met with three property owners on County Road D. They reported that the <br />cars park for long periods of time and drip fluids on the street. They have also witnessed <br />potential illegal activity and have called the police on a few occasions. They requested <br />resident -only parking on Ontario, but it is likely illegal and would be nearly impossible to <br />enforce. Staff suggested no overnight parking year-round on the street to see if it curbs <br />many of the problem cars that they are seeing. <br />The three property owners at the meeting were receptive to the idea so staff sent a survey <br />to each of the ten properties on Ontario asking them to respond whether or not they were <br />in favor of establishing no overnight parking (12:00 a.m. to 6:00 a.m.) on the street. Five <br />properties responded to the survey with all five in support of the no overnight parking <br />proposal. Staff agrees that the no overnight parking policy is the best potential way to <br />eliminate the problem cars from parking on Ontario Road. <br />Staff recommends the City Council approve no parking on Ontario Road from 12:00 a.m. <br />to 6:00 a.m. year-round. It should be noted that Aspen Circle and Stoneridge Court are <br />experiencing similar issues and if the overnight parking works on Ontario staff will likely <br />recommend the same on Aspen and Stoneridge as long as the residents were in <br />agreement. <br />
