MINUTES
PLANNING COMMISSION
AUGUST 14, 2014
paving of the outdoor storage area. Anderson indicated that landscaping
along the fence would not survive given the limited area to landscape and
due to snowplowing/storage issues. Anderson indicated that they need the
outdoor storage to maintain the business without having to move to
another property. Without the outdoor storage, they would have to either
move or build a storage building.
Fischer noted that as part of the prior PUD, the indication was that
Poolside would either construct another building or move to another
location once the PUD expired, and there would be no need to renew that.
PUD Permit. The PUD Permit lapsed a year ago without either of these
things happening. Fischer asked if there were any plans for another
building or for a relocation of the business. Anderson replied that there
was not. He indicated that it is his hope that this would change within the
next couple of years. Anderson noted that given the nature of the business
it is difficult to maintain an increased overhead expense during the winter
months.
Fischer acknowledged the seasonal nature of the business, but indicated
that the property and lawn must be maintained and kept orderly regardless.
Anderson indicated that they have hired someone to mow the grass so that
they do not get behind in the future.
Maleitzke asked what would happen if the City did not issue a new PUD
Permit. The City Planner indicated that the matter would become a code
enforcement issue and the outdoor storage would need to be eliminated.
Duray asked the length of time that Anderson would like for a new PUD
Permit. Anderson felt that two years would be adequate and that during
that time he would either look for a new building or change the business
model to eliminate the outdoor storage. Anderson stated that Poolside
does not like being out of compliance, but stated that they have not been
able to house everything indoors.
Duray asked how far the fence along Jackson Street is from the property
line. Anderson estimated three feet. Duray noted that the fence appeared
to be in good shape and provided screening for a good length along
Jackson. There was a portion of the fence that was chain link, however.
Duray indicated that the property looks neat and tidy from County Road
C. Duray pointed out that the past winter was hard on businesses, and
suggested that this might be the reason some things did not get handled the
past year. Anderson noted that the past two springs were cold; therefore,
as soon as the weather improved, customers wanted things done right
away. Anderson reported that he now has the property almost completely
cleaned up and stuff moved into the storage area.
-6-
11
