t1fC41fH6 flSSO(IATtS
Memo
TO: Honorable Mayor & Members of the City Council
FROM: Lee Elfering, City Engineer
DATE: August 15, 2014
RE: Keller Parkway Lift Station and Forcemain
Approval of Plans & Authorization for Advertising
IAU6 MOTH
We have prepared plans and specifications for the installation of a new lift station
structure and replacement of the old cast iron forcemain along Keller Parkway just south
of Carla Lane. The existing lift station is an old Smith Lovelace metal structure that was
retro fit with a Gorman Rupp above ground station around 1995 and is located only a
few feet from the edge of Keller Parkway. The existing forcemain is a 4" cast iron pipe
running from the lift station to a manhole on County Road B2. The project will consist of
the installation of a new lift station structure, salvaging and reinstallation of a majority of
the existing lift station equipment, and installation of a new HDPE forcemain.
The new station location will be approximately 30 feet west of Keller Parkway on a piece
of property that is currently owned by Ramsey County. This will provide for safer access
for maintenance of the lift station, allow removal of the guardrail currently running along
the lift station, and eliminate the need to protect the station from snow plowing during the
winter months. The County parcel is only a small sliver of land that is undevelopable
and we originally were working with the County to obtain a permit for the installation of
the lift station. The County decided instead to transfer the land to the City, which has
been approved by the County Board. The final paperwork for the transfer is being
drafted by the County Attorney and we will be requesting City Council action on the
transfer in the near future before the project construction would be started.
At this time we are requesting plan approval and authorization for advertisement for bids
from the City Council. As indicated above we will bring the land transfer to the City
Council for action once it is received from the County.
If you have any questions please call me at (763) 780-0450 extension 3.
10062 Flanders Court NE - Blaine, MN 55449 - (763) 750.0450 fax (763) 205-2341
Z:1PROJ\120143E - Keller Lifistation Improvements\0060\Memo-001514-CC (authorize hids).doc
