MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 2014 <br />EXTENSION <br />OF IUP PERMIT - <br />COUNTRY <br />DRIVE— <br />FRADOR <br />Permit were for two years. Anderson indicated that he was O.K. with a <br />two year permit. <br />Fischer recommended approval of the Amendment to PUD -C District and <br />PUD Permit for outdoor storage and outdoor display area for 121 East <br />County Road C, Poolside, for a period of two years subject to compliance <br />with the recommendations of the City Planner as outlined in his August 5, <br />2014 report with the following modifications: <br />#7 — requiring landscape screening inside the fence area to <br />promote the survivability of this landscaping; <br />#9 — outdoor storage area shall be surfaced with Class V <br />materials; <br />4.13 — outstanding conditions of approval shall be completed no <br />later than October 31, 2014 with a follow-up inspection in <br />the spring of 2015. <br />Motion seconded by Duray. <br />Motion carried 5 — 0. Ledin abstained as lie is a customer of Poolside. <br />The City Planner reported that Frank Frattalone, FraDor, has requested <br />an extension of the Interim Use Permit for recycling and stockpiling of <br />gravel on his property at 3137 Country Drive. This property is zoned <br />General hrdustrial (I-2) District and is the only property with this zoning. <br />The I-2 Zoning District was created for this specific property and use. The <br />Planner indicated that Frattalone sought the extension of its Interim Use <br />Permit (IUP) that was to expire in 2009, and the City approved an <br />additional 5 years. The IUP is set to expire this fall, and Frattalone is <br />again seeking a five year extension. The Planner noted that the terms of a <br />Development Agreement have been negotiated to govern the operational <br />details of this use. <br />Fischer noted that under the Development Agreement the use would <br />sunset in 2019 and the expectation would be that the property would be <br />repurposed. <br />Frank Frattalone, FraDor, appeared before the Commission requesting the <br />IUP extension. Frattalone indicated that he does not want to shut the <br />business down, but noted that the terms of the Development Agreement <br />call for the property to be listed for sale. If a viable offer were to come in, <br />the property would be sold and the business shut down. Frattalone noted <br />the FraDor building that was constructed on the site which demonstrates <br />that a viable building can he developed on this property. He also pointed <br />7 <br />
