Frattalone <br />indicated that he has done everything that the City has required and will <br />continue to work with the City. He acknowledged the City's desire to <br />have the property redeveloped with heavy industrial buildings. Frattalone <br />indicated that on occasion he receives complaints about dust from the <br />operation from the adjacent mobilehome park. He indicated that he has a <br />water truck on the site at all times, sweeps frequently, and works to do a <br />good job. He has always encouraged the City to come and inspect the site. <br />Frattalone pointed out the property taxes he pays on this site in addition to <br />a fee in lieu of taxes paid directly to the City and based on tonnages out of <br />the recycling operation. Frattalone requested approval of the IUP <br />extension and indicated that if the property is not sold in five years, it <br />would be his intention to request another extension. <br />Fischer noted the good appearance of the property as well as Frattalone's <br />efforts to be a good neighbor. Frattalone commented on his hours of <br />operation and his efforts to stay within City Code limitations. <br />Duray commented that Frattalone has done a great job with this business. <br />He asked the height of the recycling stockpiles. Frattalone reported that <br />the maximum height allowed is 52 feet and they make every effort to not <br />exceed that height. There may have been short times during crushing <br />operations where the height has gone over the 52 feet. <br />Roger Stanke, Ryan Industrial Park, indicated that he speaks for business <br />owners in the park who support the FraDor operation. Stanke encouraged <br />the Commission to grant Frattalone a 10 year extension of the IUP. <br />Dick Boss, Bryan Avenue, indicated that Frattalone has done a lot of good <br />for community and indicated support for the IUP extension. <br />Fischer pointed out that the Development Agreement before the <br />Commission calls for a five year extension, and indicated that that is what <br />would be considered. He noted that comments made by Stanke would be <br />noted in the minutes for the Council's review. <br />Duray recommended approval of the Extension of Interim Use permit for <br />processing and stockpiling of gravel in the General Industrial (1-2) District <br />for property at 3137 Country Drive, Fra -Dor, subject to the City Planner's <br />August 8, 2014 report and the proposed Development Agreement <br />governing this use. <br />Motion seconded by Barraclough. <br />Motion carried 6 — 0. <br />-8- <br />
