MINUTES <br />PLANNING COMMISSION <br />AUGUST 14, 2014 <br />ARCHITEC- <br />TURAL <br />REVIEW & PUD <br />PERMIT — <br />27-47 LITTLE <br />CANADA ROAD - <br />VOODOO LIVE <br />The City Planner reported that Chris Gnetz has made application for <br />Architectural Review and a PUD Permit for a restaurant -live music <br />venue to be called Voodoo Live at property located at 27-47 East Little <br />Canada Road. <br />Duray reported that he and his wife own a similar business. He contacted <br />the City Attorney to determine whether or not there would be any conflict <br />of interest if he participated in the discussion and recommendation on this <br />proposal. The City Attorney reported that there would not be a conflict <br />given they are not financially involved in the proposal and given that the <br />Planning Commission is a recommending body to the City Council and <br />does not make final decisions. <br />The City Planner reviewed in detail his report dated August 6, 2014. He <br />noted that the subject site is occupied by two retail center buildings, and <br />the restaurant/bar is proposed to occupy most of the easterly building <br />which measures approximately 15,000 square feet in size. The previous <br />occupants include a small cafe, service, and retail businesses. <br />The Planner indicated that this property as well as the surrounding <br />property is zoned PUD, and as such the City has the ability to determine <br />the appropriateness of land uses proposed on the subject site. The Planner <br />noted that the Comprehensive Plan intends for mixed uses in the area. The <br />area has a high concentration of commercial and residential uses, many of <br />which would be allowed in a standard commercial zoning district. The <br />Planner indicated that the City has historically required PUD Permits for <br />such businesses requiring liquor licenses and in situations of shared <br />parking agreements. Both apply to the Voodoo Live proposal. <br />The Planner noted that the proposal consists of the remodel of a major <br />portion of the existing building increasing ceiling/roof heights. The <br />second story addition is to be "open to below" and intended to mimic the <br />character of the French New Orleans restaurant/bar. There is no floor area <br />proposed to be added to the building. The floor area will consist of dining <br />seating and bar area with a portion of that floor area converted to a dance <br />floor during live music events. <br />The Planner indicated that the building improvements meet Architectural <br />Guidelines. With regard to the PUD Permit for the restaurant -bar -live <br />music venue, the applicant must demonstrate that a series of Code <br />requirements can be met. The Planner also noted that in a previous <br />Architectural Guideline review, there were some landscaping <br />improvements that were deferred and these should be considered going <br />forward. <br />-9- <br />
