MINUTES
CITY COUNCIL
AUGUST 18, 2014
to get past the issue of parking. He also asked if there were examples of
any other similar shared parking arrangements. The City Administrator
noted that the City Center and the Watershed have a shared parking
arrangement. However, that arrangement is just to deal with overflow
parking at times and that each property use meets its own individual
parking requirements. He also noted that the Hoggsbreath has an overflow
parking lot directly across Demont Avenue from the building. That
overflow parking lot is under the same ownership as the Hoggsbreath.
Houwman stated that he was not sure, but perhaps this is the time to stop
and reassess the project. He again indicated that they were not told of the
parking requirements and thought that the off-site parking would be
acceptable. Houwman indicated that they were aware they would need
more parking in the evening when live music events occurred, so they
contacted local businesses to see if shared parking arrangements could be
worked out.
Blesener stated that he had difficulty with Voodoo Live expecting local
businesses to shut down when live music events were scheduled so that
the additional parking could he utilized. Blesener stated that he did not
see the live music venue as being a fit in the neighborhood, pointing out
that this use could generate 500 to 700 people. He also noted the
comments made by two of the Planning Commissioners relative to their
experience in owning bars with live music events as well as the
Commissioner who lived within 100 yards of a live music venue.
The City Attorney noted that the question before the Council was that of
parking and the Ordinance provisions relative to off-site parking. The
Attorney noted the question by the applicant as to whether there is a
similar situation to what they are proposing. Blesener pointed out that
Hoggsbreath has off-site parking which is located directly across the street
from the bar/restaurant and which is under the same ownership as the
Hoggsbreath. With regard to a shared parking arrangement with The
Saxon and while this would not meet the Zoning Ordinance requirements,
Blesener expressed concern with Voodoo Live taking up parking that is
needed for The Saxon operation. Mike Marinowski, representing the
Voodoo Live applicant, indicated that The Saxon has 250 parking spaces
and they would lease 150 of those. 'therefore, 100 spaces would be
retained for use by The Saxon customers. Montour roughly calculated 32
bowling lanes at The Saxon occupied by 5 individuals for minimum need
of 160 parking spaces plus additional parking for staff and other
customers.
The City Administrator indicated that in his discussions with the shopping
center owner a week ago, he mentioned the Zoning Code relative to shared
15
