temporary. The applicant's narrative does not however, make reference to the <br />storage building discussed as part of the 2010 PUD Permit. In this regard, no <br />progress report related to the construction of such building has been provided. <br />The allowance of short or Tong -term outdoor storage upon the subject property is <br />considered a policy decision to be made by City Officials. In the typical <br />commercial property situation, outdoor storage is not allowed. <br />2. If the City is inclined to allow the use, under what conditions (including a <br />possible time limitation) should apply? <br />In 2010, the City granted a temporary allowance of outdoor storage activities <br />upon the property subject to various conditions including a three year time limit <br />and the erection of a six foot high wooden fence along the north, south and west <br />sides of the storage area. <br />Compatibility and compliance issues have existed and occasionally continue to <br />exist between the pool business and the residential properties to the west. If the <br />City is inclined to allow outdoor storage activities upon the site (for either a short <br />or long-term period), an assurance should be made that the storage area is <br />properly screened. In this regard, Staff would recommend that screening efforts <br />be intensified to include the planting of evergreen shrubs adjacent to the <br />residential properties to the west. Implicit in this plan would be a presumption of <br />adequate ongoing site maintenance to avoid unwelcome and unsightly volunteer <br />growth in the screening area. <br />A decision regarding a term or a possible indefinite allowance of outdoor storage <br />activities upon the subject site is considered a policy matter to be determined by <br />City Officials. <br />CONCLUSION / RECOMMENDATION <br />The applicants are presently in violation of the terms of the PUD Permit applied to the <br />subject property in 2010. In response, the applicants have requested a "renewal" of the <br />2010 approval which made an allowance for outdoor storage activities to take place <br />upon the site. The applicants have not however, indicated whether they are requesting <br />an interim or long term allowance of outdoor storage activities upon the subject site. <br />If City Officials are inclined to make an allowance for outdoor storage upon the subject <br />property, Staff recommends that the following conditions be imposed: <br />1. Items stored outdoors shall clearly be accessory to the principal use of the <br />subject property. <br />3 <br />6 <br />
