MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2014 <br />election. The Administrator also noted the salary survey staff prepared <br />which shows that the Mayor's and Council Members' salaries are lagging. <br />Both Blesener and Montour supported a salary increase with Blesener <br />recommending the Mayor's salary be increased to $6,500 per year and the <br />Council Members' to $5,700 per year. Blesener noted that in addition to <br />regular meetings, the Council has numerous special meetings and <br />workshop each year. He noted that current salaries are at the low end and <br />the increase he is recommending puts these salaries just slightly over the <br />average. Montour agreed. <br />Boss and Keis felt that an increase was not necessary, with Keis pointing <br />out that the Mayor and Council Members do not do this job for the <br />compensation. <br />Christian Torkelson recommended that salaries be set at a base level with <br />additional compensation added for each special meeting and workshop. <br />The City Administrator indicated there are some cities that have this type <br />of compensation schedule. <br />Given that there appears to be a split vote on this issue, it was the <br />consensus of the Council to consider action on an increase at its next <br />meeting when the full Council will be present. <br />LIQUOR The City Clerk reported that a member of the Planning Commission has <br />ORDINANCE suggested that the City amend its liquor ordinance to eliminate the <br />available On -Sale Restaurant License. The thought was that should an <br />upscale restaurant approach the City for a license, the ordinance could be <br />amended to provide for this license. The Clerk noted that the City <br />currently has five On -Sale Liquor Licenses all of which are taken, yet has <br />the ability to increase the number of these licenses to eight. The City <br />currently has two On -Sale Restaurant Licenses one of which is available, <br />yet has the ability to have an unlimited number of these licenses. The <br />Clerk also noted the parameters associated with the On -Sale Restaurant <br />License and suggested that the Council may want to review these <br />parameters to determine if any changes are warranted. <br />Blesener suggested that rather than eliminate the one available On -Sale <br />Restaurant License, the Council may want to review and consider changes <br />to the parameters necessary for this license. <br />The City Administrator suggested that eliminating the available On -Sale <br />Restaurant License and considering whether or not to provide for <br />additional licenses on a case-by-case basis gives the City more discretion <br />7 <br />
