MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2014 <br />BIDS FOR <br />CENTERVILLE <br />ROAD <br />STORM <br />SEWER <br />PROJECT <br />AGREEMENT <br />FOR <br />PRELIMINARY <br />ENGINEERING <br />WORK WITH <br />SOO LINE <br />SOME MODIFICATIONS TO THE LAYOUT DESIGN WHICH WILL <br />RESULT INA REVISED PRICE WHEN APPLYING THE UNIT <br />PRICING PROVIDED <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that three bids were received for the <br />Centerville Road storm sewer project with the low bid received from GM <br />Contracting in the amount of $395,523.45. The three bids were relatively <br />close in amount. The Administrator pointed out that the low bid is <br />significantly over the estimated cost for the work. The Administrator <br />noted that the project is proposed at this time to provide a storm sewer <br />outlet for the Public Works -Parks building. Other benefits would be to <br />serve Centerville Road when the road is upgraded in the future. However, <br />given the high cost, the Administrator recommended that the Council <br />delay action on the bids. In the meantime, the City will meet with the <br />County to discuss the timing of the improvement of Centerville Road. If <br />the storm sewer project could be coordinated with the improvement of <br />Centerville Road, the cost would likely be less since the storm sewer could <br />be installed via an open trench rather than directionally bored. The <br />Administrator indicated that the City has 30 days to act on the bids, and it <br />would be his hope to have a final recommendation to the Council at its <br />next meeting. <br />The City Administrator submitted to the Council for approval an <br />Agreement with the Soo Line Railroad Company, dba Canadian Pacific, <br />so that the railroad can conduct preliminary engineering analysis for the <br />signal upgrades for the establishment of Quiet Zones. The cost for this <br />engineering work is $5,000 per crossing for a total of $30,000. The <br />Administrator indicated that this expense may not be eligible for <br />reimbursement under the bonding money provided by the State. However, <br />it is likely that the cost for establishing Quiet Zones for all six crossings <br />will exceed the bonding money anyway. The Administrator indicated that <br />it may be necessary to seek legislation to clarify how the reimbursement of <br />expenses will work especially as relates to the crossings of the railroad at <br />County roads. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2014-9-173 —APPROVING THE AGREEMENT <br />FOR PRELIMINARY ENGINEERING WORK WITH SOO LINE <br />9 <br />
