MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 2014 <br />WORKSHOP MEETING FOR WEDNESDAY, OCTOBER 8, 2014 AT <br />6:30 P.M. TO REVIEW DETAILS RELATED TO FIRE RELIEF <br />BENEFITS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SANITARY Justin Parda, 2655 Edgerton Street, reported that late this past spring he <br />SEWER detected an odor at the location of the rain water garden near his property <br />ISSUE- on Little Canada Road. Parda indicated that his sanitary sewer line <br />LITTLE is adjacent to this area. In raising the issue with the City, it was <br />CANADA discovered that there is a blockage in the line in area near the rain water <br />ROAD garden. City crews have run a camera from both sides of the blockage, but <br />have been unable to get through it to determine what is going on. Parda <br />noted the construction which has occurred on Little Canada Road, and felt <br />that this problem was related to the construction. He also reported that the <br />City has obtained three bids to repair the problem ranging from $8,800 to <br />$24,000. Parda indicated that he has been asked to pay for a third of the <br />cost of repairs. Parda indicated his unwillingness to do so given the <br />problem began after road reconstruction and installation of the rain water <br />garden. Parda indicated that he thought this matter was going to be on the <br />Council's agenda this evening and that is why he is present. <br />The City Administrator indicated that he knows that the Public Works <br />Superintendent is working on this issue. He pointed out that the City does <br />not repair private sanitary sewer services, and before a recommendation <br />can be made for repair and cost allocations, the cause of the problem must <br />be determined. <br />Pardo again noted that the timing of the onset of the problem is suspect, <br />and he did not feel he had a responsibility to participate in the cost of the <br />repairs. Pardo also stated that it was his desire to get the problem <br />corrected as soon as possible. <br />The Administrator indicated that he would work with the Public Works <br />Superintendent on this issue and would have a recommendation to the <br />Council at its next meeting. The Administrator informed Pardo that he <br />would be kept informed as this matter moves forward. <br />CLOSED The City Attorney recommended that at this point, the Council go into <br />SESSION- closed session to review the status of negotiations relative to the St. Paul <br />SPRWS Regional Water Services litigation. <br />11 <br />
