MINUTES
CITY COUNCIL
SEPTEMBER 24, 2014
The foregoing resolution was duly seconded by McGraw.
Ayes (3) Keis, McGraw, Montour.
Nays (2) Blesener and Boss. Resolution declared adopted.
MAYOR & The City Administrator reported that at the September 10th Council
COUNCIL meeting, there was discussion about potential salary increases for the
SALARIES Mayor and Council Members. The Administrator noted that if a salary
increase were to be enacted, it must occur prior to the next General
Election with an effective date of the first of the year after the election.
The Administrator noted that the last increase in Mayor and Council
salaries occurred in 2009 and the increase prior to that was 1997. He
reviewed the salary survey compiled for Ramsey County cities, which
shows that the Mayor's and Council's salaries are lagging. The
Administrator also noted that at the September 10th meeting, the Mayor
has suggested an annual salary of $6,500 for the position of Mayor and
$5,700 for the position of Council Member. It was noted at that meeting
that the full Council should be present to make this decision.
Keis noted that as he stated at the last meeting, he did not favor a salary
increase and felt it was unnecessary. Boss agreed. Montour pointed out
that those serving as Mayor and Council Members do not do it for the
salary. However, he felt that the individuals serving should be rightfully
compensated. Montour noted that the last salary increase will be six years
ago. McGraw indicated that in reviewing the salary survey and
eliminating the larger cities and concentrating on cities of similar size, the
Little Canada Mayor and Council Member salaries rank about 8th on the
list of 10 cities. McGraw stated that he would support the increase
suggested at the last meeting. McGraw also pointed out the demands on
the position of Mayor which include many meetings outside of Council
meetings. McGraw also pointed out that the Council has many special
meetings and workshop meetings over the course of a year in addition to
its regular meetings. Blesener stated that he supported the increase as well
and felt that the current Council has been much more active than previous
ones with a lot of demands on their time.
Montour introduced the following resolution and moved its adoption:
RESOLUTION NO. 2014-9-185 — ADOPTING ORDINANCE NO. 775
AMENDING CHAPTER 204 OF THE LITTLE CANADA CITY CODE
RELATING TO SALARIES OF ELECTED OFFICIALS
INCREASING THE ANNUAL SALARY OF THE MAYOR TO $6,500
6
