MINUTES
CITY COUNCIL
OCTOBER 8, 2014
lift station is shared with the City of Maplewood, and a maintenance
agreement exists for the station that outlines maintenance costs based on
the contributing flow from each city to the station. Given that Maplewood
has 16 residential connections to the station and Little Canada has 28,
Maplewood will pay 36% of these project costs and Little Canada will pay
64%.
The Administrator further noted that the City has a License Agreement
with the MN Department of Natural Resources (DNR) for the force main.
Given the force main is being moved, a new license agreement is
necessary.
The Administrator further noted that this lift station serves the Carla Lane
area, and noted that there have been inflow and infiltration (I & 1) issues
with the station as well as problems with the station this past year which
required City staff to utilize the vactor to prevent sanitary sewer problems
in the Carla Lane area.
Montour introduced the following resolution and moved its adoption:
RESOLUTION NO. 2014-10-201— AWARDING THE BID OFR. L.
LARSON EXCAVATING, INC. IN THE AMOUNT OF $296,150.01
FOR THE KELLER PARKWAY LIFT STATION PROJECT AND
APPROVING THE LICENSE AGREEMENT WITH THE DNR FOR
UTILITY TO CROSS PUBLIC WATERS AND AUTHORIZING THE
MAYOR AND CITY ADMINISTRATOR TO EXECUTE THE
AGREEMENT ON BEHALF OF THE CITY
The foregoing resolution was duly seconded by Keis.
Ayes (5).
Nays (0). Resolution declared adopted.
FILL The City Administrator reviewed the Public Works Superintendent's
PERMIT — report dated October 8, 2014 relative to application for a fill permit at
2395 2395 Edgerton Street. The Administrator noted that this property has the
EDGERTON potential to be subdivided, and in order to build another house on a newly
STREET created lot there is a low area that needs to be filled. The property owner
has the opportunity to get 200 yards of fill, and is requesting a fill permit.
The Administrator noted that additional fill will likely be needed. The
property owner has indicated that proper erosion control measures will be
used and piles will be hydro -seeded to keep dust down until they can be
graded. The Administrator pointed out that future subdivision of this
property could result in one or two additional lots dependent on whether or
not the brick house on the property is retained.
5
