MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2007 <br />The Superintendent reported that the work will be done this fall. <br />694 EAW The Public Works Superintendent reported that MN DOT has released the <br />Environmental Assessment Worksheet for their firture 694 project from <br />Rice Street to 35 W. The EAW is currently open for public comment until <br />September 12, 2007. The City Engineer is reviewing the EAW, and while <br />there appears to be limited impact to Little Canada, there is some. <br />The Superintendent reviewed his report dated August 21, 2007 relative to <br />three impacts Co the City of Little Canada. The first is the potential <br />ponding site on vacant property at Spruce and Country Drive. This City <br />has stated its opposition to this ponding location on two occasions and <br />may want to again comment its opposition to ponding on this property. <br />The second is the potential for adead-end street at the west end of Twin <br />Lake Blvd. While the dead-end is not planned at this time, City staff does <br />not feel it is feasible given the impact on access for the Twin Lake <br />neighborhood. The third impact is to Caribou Coffee given that median <br />placement will limit access to this business. <br />The Superintendent also reported that MN DOT is holding a public <br />hearing on the project on Tuesday, August 28, from 6 to 8 p.m. at the <br />Ramsey County Public Works building. <br />Mayor Blesener indicated that without objection, City staff is authorized <br />to provide comments to MN DOT on the EAW for the reconstruction of <br />694 from rice Street to 35W as discussed. <br />McDONALD'S The City Administrator reported that McDonald's is requesting that its <br />5IGNAGE building signage be allowed to be mounted on raceways, rather than <br />individual letters mounted directly on the building. They have indicated <br />that the raceway will be the same color as the building background, <br />therefore, will blend with the building and not be easily identifiable as a <br />raceway. The Administrator pointed out that the City's Architectural <br />Guidelines discourage the use of raceways. <br />Montour pointed out that raceway signage is less expensive for the <br />business, but felt that the City would not be happy with the quality of this <br />signage in lieu of individually mounted letters. It was the consensus of the <br />Council that the signage should consist ofindividually-mounted letters. <br />BOCCE BALL The City Engineer reviewed his report dated August 22, 2007 regarding <br />COURT the addition of concrete bench pads to the Spooner Park Bocce Ball Courts <br />10 <br />
