MINUTES CITY COUNCIL AUGUST 22, 2007 The Superintendent reported that the work will be done this fall. 694 EAW The Public Works Superintendent reported that MN DOT has released the Environmental Assessment Worksheet for their firture 694 project from Rice Street to 35 W. The EAW is currently open for public comment until September 12, 2007. The City Engineer is reviewing the EAW, and while there appears to be limited impact to Little Canada, there is some. The Superintendent reviewed his report dated August 21, 2007 relative to three impacts Co the City of Little Canada. The first is the potential ponding site on vacant property at Spruce and Country Drive. This City has stated its opposition to this ponding location on two occasions and may want to again comment its opposition to ponding on this property. The second is the potential for adead-end street at the west end of Twin Lake Blvd. While the dead-end is not planned at this time, City staff does not feel it is feasible given the impact on access for the Twin Lake neighborhood. The third impact is to Caribou Coffee given that median placement will limit access to this business. The Superintendent also reported that MN DOT is holding a public hearing on the project on Tuesday, August 28, from 6 to 8 p.m. at the Ramsey County Public Works building. Mayor Blesener indicated that without objection, City staff is authorized to provide comments to MN DOT on the EAW for the reconstruction of 694 from rice Street to 35W as discussed. McDONALD'S The City Administrator reported that McDonald's is requesting that its 5IGNAGE building signage be allowed to be mounted on raceways, rather than individual letters mounted directly on the building. They have indicated that the raceway will be the same color as the building background, therefore, will blend with the building and not be easily identifiable as a raceway. The Administrator pointed out that the City's Architectural Guidelines discourage the use of raceways. Montour pointed out that raceway signage is less expensive for the business, but felt that the City would not be happy with the quality of this signage in lieu of individually mounted letters. It was the consensus of the Council that the signage should consist ofindividually-mounted letters.
