MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2007 <br />The City Administrator noted that the recommendation fora 26 foot <br />pavement width is based on providing for atwo-way street with no on- <br />streetparking. Ou-street parking would be allowed via the issuance of <br />parking permits to adjacent property owners in the event of a parCy or <br />other need for additional parking. Freeman reported that they are in <br />agreement with the cul-de-sac being posted as no parking. <br />ICeis asked if the additional four feet had any negative impact on the <br />development. Freeman replied that it did not. <br />Allan asked about the City taking over maintenance of the two ponds. The <br />City Engineer reported that the two ponds would be taken over by the City <br />after they have been established (a period of three years). The Engineer <br />pointed out that these are infiltration ponds, similar to a rain water garden, <br />and would be planted with a wetland mix. Once established, maintenance <br />is expected to be minimal. <br />Blesener asked if the ponds would be included in the landscape plan for <br />the development. The Engineer replied that they would be. The City <br />Engineer also indicated that the need to establish the ponds and maintain <br />them for a three year period before turning them over to the City would be <br />addressed in the Development Agreement. <br />McGraw asked about the storm sewer design. The City Engineer reported <br />that he has received additional information from the developer which <br />addresses his concerns satisfactorily. <br />The City Administrator pointed out that the plat is essentially the same <br />plat that was previously approved with some minor changes. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Allan, seconded by Montour, the public hearing was <br />closed. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-8-202 -APPROVING THE PRELIMINARY <br />AND FINAL PLAT FOR MOORE'S EVERGREENHILL SUBJECT <br />TO COMPLIANCE WITH TFIE RECOMMENDATIONS OF THE <br />CITYPLANNER, CITY ENGINEER, AND CITYSTAFF, AND <br />SUBJECT TO THE DEVELOPER ENTERING INTO A <br />DEVELOPMENT AGREEMENT WITH THE CITY <br />
