MINUTES CITY COUNCIL AUGUST 22, 2007 AMENDMENT TO SIGN ORDINANCE - ELECTRONIC AND DYNAMIC SIGNAGE The foregoing resolution was duly seconded by Allan. Ayes (5). Nays (0). Resolution declared adopted. Mayor Blesener opened the continuation of Public Hearing amending the Sign Ordinance regulating Electronic and Digital Sign Technology. It was noted that the Planning Commission passed the amendment on to the Council with its comments. The City Administrator reported that staff reviewed the sign ordinance amendment as submitted by the City Planner and noted staff's comments as outlined in its August 22"d report. Many of the comments are minor in nature. The Administrator noted that the comment relative to 903.110.C.4.e expresses concern with allowing additional temporary signage for the first six months for new businesses relative to the number of additional signs (new tenants moving into shopping centers) and the length of time (3 signs - 30 days each). There was also concern expressed that this provision applied to the B and I Disri~icts, and businesses within the PUD District would not have this additional benefit. The Administrator suggested that while six months might be an acceptable timeframe, there may need to be a defined time period within the six month window, especially for multi-tenant buildings. The Administrator also noted that additional Sign Ordinance revisions have been discussed as part of the City's Zoning Ordinance review. He suggested that consideration be given to enacting all the changes at this time. He noted that the City's sign ordinance moratorium expires on September 27, 2007. The City could table action on the amendment relative to electronic and d}mamic signage to the September 26°i meeting, and address all sign ordinance amendments at that time. Another option would be to extend the moratorium for six months allowing additional time for review of the Sigu Ordinance.
