MINUTES <br />CITY COUNCIL <br />AUGUST 22, 2007 <br />AMENDMENT <br />TO SIGN <br />ORDINANCE - <br />ELECTRONIC <br />AND DYNAMIC <br />SIGNAGE <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Mayor Blesener opened the continuation of Public Hearing amending the <br />Sign Ordinance regulating Electronic and Digital Sign Technology. It <br />was noted that the Planning Commission passed the amendment on to the <br />Council with its comments. <br />The City Administrator reported that staff reviewed the sign ordinance <br />amendment as submitted by the City Planner and noted staff's comments <br />as outlined in its August 22"d report. Many of the comments are minor in <br />nature. The Administrator noted that the comment relative to <br />903.110.C.4.e expresses concern with allowing additional temporary <br />signage for the first six months for new businesses relative to the number <br />of additional signs (new tenants moving into shopping centers) and the <br />length of time (3 signs - 30 days each). There was also concern expressed <br />that this provision applied to the B and I Disri~icts, and businesses within <br />the PUD District would not have this additional benefit. The <br />Administrator suggested that while six months might be an acceptable <br />timeframe, there may need to be a defined time period within the six <br />month window, especially for multi-tenant buildings. <br />The Administrator also noted that additional Sign Ordinance revisions <br />have been discussed as part of the City's Zoning Ordinance review. He <br />suggested that consideration be given to enacting all the changes at this <br />time. He noted that the City's sign ordinance moratorium expires on <br />September 27, 2007. The City could table action on the amendment <br />relative to electronic and d}mamic signage to the September 26°i meeting, <br />and address all sign ordinance amendments at that time. Another option <br />would be to extend the moratorium for six months allowing additional <br />time for review of the Sigu Ordinance. <br />Mr. Montour inh~oduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2007-8-203 -TABLING ACTION ON THE <br />AMENDMENT TO THE SIGN ORDINANCE RELATIVE TO <br />ELECTRONIC AND DYNAMIC SIGNS AND CONTINUING TILE <br />PUBLIC HEARING UNTIL THE SEPTEMBER 26, 2007 COUNCIL <br />MEETING <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
