MINUTES <br />PLANNING COMMISSION <br />DECEMBER 11, 2014 <br />There would be 30+ employees at the business. The business would also <br />be open for customers to pick up orders, although the business would not <br />involve traditional retail. The applicant is proposing to remodel the <br />interior of the building to accommodate the use. Only a small change is <br />proposed for the exterior that would involve the removal of some of the <br />overhead doors. The Planner indicated that given the catering business <br />would be a permitted use in the 11-3 District, no architectural plan is <br />required. If the building is expanded, then architectural requirements <br />could be imposed. <br />The Planner indicated that if the rezoning is approved, his <br />recommendation would be that the parking lot be restriped and that the <br />existing signage be brought into conformance with Code. The Planner <br />stated that he would encourage architectural enhancements to the building, <br />but pointed out that such enhancements could not be a requirement of <br />approval. The Planner suggested that when overhead doors are removed, <br />the property owner consider some creative improvements to the exterior of <br />the building that would better fit it into the neighborhood. He also <br />suggested that some additional green space be added to the property to <br />improve storm water management on this site. The Planner indicated that <br />it was his position that the rezoning was consistent with the <br />Comprehensive Plan. <br />The Planner also noted that primary access to the building is from Little <br />Canada Road, with some access from Noel Drive. The Planner did not <br />believe the Noel Drive access would have a negative impact on the <br />neighborhood. <br />Molly Behymer, Creative Catering, appeared before the Commission and <br />reported that she has been looking for a property for her business for some <br />time. She indicated that the interior of the building will be remodeled to <br />add kitchens, storage, and walk-in coolers. Behymer stated that at this <br />time she has no plans to remove overhead doors or make any changes to <br />the exterior of the building. The parking lot would be restriped. <br />Fischer asked if Behymer would be using the entire building or would be <br />leasing portions of it. Behymer reported that she would use the entire <br />building. Fischer asked about signage. Behymer reported that her <br />business has little need for signage. The existing signage would be <br />removed and she may place a small sign on the exterior of the building. <br />Duray asked how long Behymer has been in the business. Behymer <br />reported that she has owned Creative Catering for 10 years. The business <br />caters all types of events from holiday parties to corporate dinners. <br />Behymer reported that Creative Catering does food production for the <br />-2 <br />
