MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2015 <br />swales added between the ballfields to prevent the erosion of ballfield <br />materials from occurring again. <br />ORDER Keis reported that on February 3rd the Council held a public hearing to <br />IMP. NO. consider the improvement of Country Drive (from the railroad tracks to <br />2015-03 Rice Street) consisting of full depth reclamation and paving, minor storm <br />COUNTRY sewer system improvements, and concrete curb and gutter repair and/or <br />DRIVE replacement. Keis reported that while there was neighborhood support for <br />the improvement, there were only three Council Members present; <br />therefore, action on the improvement was tabled until tonight's meeting. <br />Montour asked about the widening of the Country Drive intersection at <br />Rice Street. The City Administrator reported that the Country Drive <br />segment at the intersection will be widened, but given the conflicts with <br />power poles, the widening that will be done will not be the ideal situation. <br />He also noted that the stop line will be painted a little further back to help <br />with turning movements. Also, Caribou is planning some improvements <br />to their property and is working with the City to coordinate these with the <br />road improvement. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-2-31— ORDERING IMPROVEMENT NO. <br />2015-03 — COUNTRY DRIVE (FROM THE RAILROAD TRACKS TO <br />RICE STREET) CONSISTING OF FULL DEPTH RECLAMATION <br />AND PAVING, MINOR STORM SEWER SYSTEM <br />IMPROVEMENTS, AND CONCRETE CURB AND GUTTER REPAIR <br />AND/OR REPLACEMENT AND AUTHORIZING THE CITY <br />ENGINEER TO PREPARE PLANS AND SPECIFICATIONS <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />TEMPORARY The City Clerk reviewed her report dated February 5, 2015 relative to <br />LIQUOR Temporary On -Sale Liquor Licenses. The Clerk noted that at its last <br />LICENSES meeting the Council discussed the possibility of processing these licenses <br />at an administrative level. The Clerk noted that State Statute requires that <br />the governing body of a municipality issue the licenses. She then noted <br />that in reviewing the City's Code, there are two provisions which came <br />from State Statute that the Clerk felt should be reviewed. These are: <br />5 <br />
