MINUTES <br />CITY COUNCIL <br />FEBRUARY 11, 2015 <br />703.110 (3) (a) No more than three four-day, four three-day, six two-day, <br />or twelve one -day temporary licenses, in any combination not to exceed <br />twelve days per year may be issued for the sale of intoxicating liquor to <br />any one organization or registered political committee, or for any one <br />location, within a twelve-month period; and <br />703.110 (3) (b) No more than one temporary license may be issued for the <br />sale of intoxicating liquor to any one organization or registered political <br />committee, or for any one location, within any thirty -day period. <br />The Clerk reported that these provisions are no longer in State Statute. <br />She noted that while (a) has posed no problem for the organizations that <br />typically request Temporary Liquor Licenses from the City, provision (b) <br />does given the timing of liquor licenses processed for St. John's Church. <br />The Clerk noted that the City has not been imposing this 30 -day <br />restriction. She, therefore, recommended that it be deleted from the Code. <br />Montour indicated that it was his position that provision (a) should remain <br />in the Code as it limits an organization to a maximum of 12 one -day <br />licenses per year. He noted that the provision has not been a problem for <br />the organizations that typically request Temporary On -Sale Licenses. He <br />agreed that provision (b) should be eliminated given the timing of St. <br />John's Church events. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-2-32 — AMENDING CHAPTER 703 OF THE <br />MUNICIPAL CODE OF THE CITY OF LITTLE CANADA <br />ELIMINATING PROVISION 703.110.(3)(6) RELATIVE TO <br />TEMPORARY ON -SALE LIQUOR LICENSES AS RECOMMENDED <br />BY CITY STAFF <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Torkelson asked if all liquor licensees were notified when the Liquor Code <br />is considered for amendment. The Clerk indicated that in this case, license <br />holders were not notified as the change related to Temporary On -Sale <br />Liquor Licenses. Torkelson felt that this should be a routine practice. <br />CALL FOR The City Administrator noted that when the City conducted interviews for <br />WORKSHOP City Attorney, there was discussion about periodic reports to the Council <br />6 <br />
