MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2015 <br />Construction feels there will be a cost savings as the ponds will be frozen <br />and they will be able to work from both sides of the piers. <br />Keis asked about the condition of the support structures. The Director <br />indicated that the piers sits on floats, and those are of metal construction <br />and not subject to the deterioration that the wooden components have <br />experienced. <br />Fischer asked if this work is subject to bidding requirements. The City <br />Administrator reported that it was not. He also noted the difficulty that the <br />City has experienced in obtaining quotes for small projects, and indicated <br />that he is comfortable with the quote being awarded to James Steele <br />Construction as recommended. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-2-42 —APPROVING THE QUOTE OF <br />JAMES STEELE CONSTRUCTION IN AN AMOUNT UP TO $14,000 <br />FOR GERVAIS MILL FISHING PIER REPAIR WORK AS <br />RECOMMENDED BY THE PARKS & RECREATION DIRECTOR <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />CENTERVILLE The City Administrator reported that a meeting was held with Ramsey <br />ROAD County relative to the proposed improvement of Centerville Road. The <br />IMPROVEMENT County has agreed that the project should move forward in 2015, and a <br />cooperative agreement will be worked out between the City and the <br />County. The City Engineer estimated that the project will go out for bid <br />within the next 6 weeks. <br />The Administrator indicated his plan to submit this project for <br />consideration for the League of MN Cities Excellence Award as an <br />example of intergovernmental cooperation. <br />The Administrator reported that one of the County's conditions in moving <br />forward is that they will reimburse the City for its share of the project <br />costs by 2017. However, the City will have to pay the interest on this <br />money which the Administrator estimated will be approximately 1%. The <br />Administrator felt this was an acceptable condition pointing out that given <br />project costs are increase at a rate of approximately 6% per year, project <br />costs would increase by that rate for every year the project is delayed. The <br />Administrator also pointed out the benefit of addressing a storm sewer <br />13 <br />
