MINUTES <br />CITY COUNCIL <br />FEBRUARY 25, 2015 <br />MUNICIPAL Keis opened the Public hearing to consider the granting of Municipal <br />CONSENT — Consent for the MnPASS Phase II project. <br />MN PASS <br />PHASE II The City Administrator reported that the MnPASS Phase II project <br />PROJECT will extend from Little Canada Road north to County Road J. The <br />Administrator indicated that there may be some signage changes as well as <br />redesignation of an existing lane in each direction as a MnPASS lane, but <br />there will be no construction impacts to the City. He pointed out that the <br />Council met with representatives from MnDOT at a workshop meeting on <br />January 14, 2015 to review this project in detail. The Administrator noted <br />that while there are some unresolved issues relative to the Phase I project, <br />there is no legal basis for the City to tie these issues to the Phase II project. <br />The Administrator indicated that one issue tied to both the Phase I and <br />Phase II projects relates to a potential for a noise wall adjacent to Quebec <br />Apartments. The Administrator indicated that it is his understanding that <br />MN DOT will survey the property owners in the area to obtain their input <br />on the noise wall issue. <br />The Administrator stated that it is his recommendation that the City grant <br />municipal consent to the MnPASS Phase II project with no comments. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Fischer introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2015-2-38 —APPROVING THE FINAL LAYOUT <br />FOR STATE PROJECT 6281-47 ON INTERSTATE HIGHWAY 35E <br />WITHIN THE CORPORATE LIMITS OF THE CITY OF LITTLE <br />CANADA <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour noted that MnDOT will be closing the Little Canada Road <br />southbound ramp onto 35E beginning Monday, March 2°d. The closing <br />will likely extend through the entire summer. <br />9 <br />
